Afin d'instaurer durablement une coordination et une coopération entre leurs communautés scientifiques, huit États membres de l'UE riverains de la Baltique (Allemagne, Danemark, Estonie, Finlande, Lettonie, Lituanie, Pologne et Suède, dénommés les "États participants") ont lancé un programme commun de recherche sur la mer Baltique (BONUS), avec la participation de la Communauté, sur la base de l'article 185 du traité sur le fonctionnement de l'Union européenne (ancien article 169 du traité CE).
In order to achieve a durable coordination and cooperation among the Baltic Sea Member States´ scientific communities, 8 EU Baltic Sea Member States (Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Poland, Sweden, from now on the "Participating States") have initiated a Joint Baltic Sea Research Programme (BONUS), with participation of the Community, based on Article 185 of the Treaty on the Functioning of the European Union (former Article 169 of the EC Treaty).

Au vu de l'expérience tirée des programmes communs de recherche sur la mer Baltique (la contribution européenne se montant actuellement à 32 %), ainsi que d'observations indépendantes, il y a tout lieu de penser que l'utilisation simultanée d'un pot commun réel et d'un pot commun virtuel ne risque pas de porter atteinte au principe fondamental de l'excellence scientifique.
The existing experience, as well as independent observations of Joint Baltic Sea Research programs (currently with 32% EU contribution) give good reason to believe that simultaneous use of real and virtual common pot would not endanger the overarching principle of scientific excellence.

La Communauté et les États membres participent activement à la plupart des grandes conventions et des grands accords couvrant les mers régionales en Europe, tels que la convention d’Helsinki de 1992 pour la protection de la mer Baltique, l’accord de Bonn de 1983 pour la protection de la mer du Nord, la convention de Barcelone de 1976 pour la protection de la mer Méditerranée et la convention de 1992 pour la protection de l’environnement marin de l’Atlantique du nord-est (OSPAR).
The Community and Member States are active parties to most major conventions and agreements covering regional seas around Europe, such as the 1992 Helsinki Convention for the protection of the Baltic Sea, the 1983 Bonn Agreement for the protection of the North Sea, the 1976 Barcelona Convention for the protection of the Mediterranean Sea and the 1992 Convention for the Protection of the Marine Environment of the North-East Atlantic (OSPAR).

Calls on the Commission to examine the more than 200 recommendations for improving the state of the Baltic made by Helcom, the Baltic Marine Environment Protection Commission, and if necessary adopt rules binding EU Member States to comply with these recommendations; considers that the Baltic, one of the most polluted seas in the world, should become a priority of the EU’s environmental policy now that all the Baltic Sea coastal states except Russia are members of the EU;

La commission d’Helsinki pour la protection de la mer Baltique, les conventions d’Oslo et de Paris pour la protection de l'Atlantique du Nord-Est et la convention de Barcelone pour la protection de la mer Méditerranée contre la pollution ont récemment pris des mesures importantes pour intégrer des considérations d’aménagement de l’espace maritime dans leurs activités en cours ou prévues, ce qui constituera un fondement essentiel pour la poursuite des travaux sur l'aménagement de l'espace maritime dans le cadre de la proposition de directive relative à la stratégie pour la protection du milieu marin.
The Helsinki Commission on the Protection on the Baltic Sea, the Oslo and Paris Conventions on the protection of the Northeast Atlantic and the Barcelona Convention for the Protection of the Mediterranean Sea have recently taken important steps to integrate maritime spatial planning considerations into their existing or planned activities. This will constitute an essential building block for the further work on maritime spatial planning in the context of the proposed Marine Strategy Directive.
