In accordance with the Seventh Framework Programme, the Community should have the right to agree conditions relating to its financial contribution to the EMRP concerning the participation therein of such other countries in accordance with the rules and conditions set out in this decision.

Conformément au septième programme-cadre, la Communauté devrait être habilitée à arrêter les modalités relatives à sa contribution financière concernant le programme commun Eurostars, en relation avec la participation à ce programme de tout pays associé au septième programme-cadre ou, lorsque la mise en œuvre du programme commun Eurostars en dépend, de tout autre pays rejoignant le programme au cours de sa mise en œuvre, en vertu des règles et conditions énoncées dans la présente décision.
In accordance with the Seventh Framework Programme, the Community should have the right to agree on the conditions relating to its financial contribution to the Eurostars Joint Programme concerning the participation therein of any country associated with the Seventh Framework Programme or, where essential for implementing the Eurostars Joint Programme, of any other country, joining the Programme in the course of its implementation, in accordance with the rules and conditions set out in this Decision.

1. Dans la mise en œuvre du septième programme-cadre, la Communauté apporte une contribution financière au «programme commun Eurostars» entrepris en commun par la Belgique, la Bulgarie, la République tchèque, le Danemark, l’Allemagne, l’Estonie, l’Irlande, la Grèce, l’Espagne, la France, l’Italie, Chypre, la Lettonie, la Lituanie, le Luxembourg, la Hongrie, les Pays-Bas, l’Autriche, la Pologne, le Portugal, la Roumanie, la Slovénie, la Slovaquie, la Finlande, la Suède et le Royaume-Uni (les États membres participants), ainsi que par l’Islande, Israël, la Norvège, la Suisse et la Turquie (les autres pays participants).
1. In implementing the Seventh Framework Programme the Community shall make a financial contribution to the Eurostars Joint Programme undertaken jointly by Belgium, Bulgaria, the Czech Republic, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, the Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden and the United Kingdom (the participating Member States), and Iceland, Israel, Norway, Switzerland and Turkey (the other participating countries).

Sous réserve des règles de participation établies pour la mise en œuvre du septième programme-cadre, la Communauté accordera son appui à des activités de recherche et de développement technologique, ainsi qu'à des activités de démonstration, prévues dans les programmes spécifiques, à travers une série de régimes de financement.
Subject to the rules for participation established for the implementation of the Seventh Framework Programme, the Community will support research and technological development activities, including demonstration activities in the specific programmes, through a range of funding schemes.

(11) Il y a lieu d'assurer la complémentarité avec d'autres programmes de la Communauté et de l'Union, tels que le Fonds de solidarité de l'UE et le mécanisme de préparation et de réaction rapide aux urgences majeures, le mécanisme communautaire visant à favoriser une coopération renforcée dans le cadre des interventions de secours relevant de la protection civile, le programme-cadre de recherche et de développement et les Fonds structurels.
(11) Complementarity needs to be ensured with other Community and Union programmes such as the EU Solidarity Fund and the Response and Preparedness Instrument for major emergencies, the Community mechanism to facilitate reinforced cooperation in civil protection assistance interventions, the Research Development Framework Programme and the structural funds.
