Wishes to explore the possibilities for a concerted and objective approach to immigration policy; believes that such an approach should make it possible for the Union to take appropriately targeted measures to prevent social exclusion but also to tackle the international dimension of the problem, with particular reference to illegal immigration; considers that this approach should include measures to improve border controls in non-member countries, including in the candidate countries, and measures to combat trafficking in human beings; underlines the fact that the problems linked with illegal immigration need to be better reflected in the existing external programmes of the Union;
