The personality change should be significant and be associated with inflexible and maladaptive behaviour not present before the pathogenic experience. The change should not be a direct manifestation of another mental disorder or a residual symptom of any antecedent mental disorder.

Is the Commission aware that the US customs officers involved have observer status only and are merely being given the opportunity to see how security is dealt with at the ports concerned and can the statements made by Commissioner Loyola de Palacio and possible action by Commissioners Lamy and Bolkestein not rather be categorised as misplaced and excessive meddling by the European Commission, given that the initiative taken by these ports should, on the contrary, be followed elsewhere and that they are in any case entitled to set themselves ever higher quality targets, not least in the area of security?
