IN-CONTEXT TRANSLATIONS

La proposition de plan pluriannuel présentée aujourd'hui est la quatrième proposition qui sera adoptée en conformité avec la politique commune de la pêche (PCP), après celle pour la mer Baltique, la mer du Nord et la mer Adriatique.
Today's multi-annual plan is the fourth proposal adopted in line with the Common Fisheries Policy (CFP), after the Baltic Sea, North Sea and Adriatic Sea.

S'appuyant sur le processus de collaboration qui sera mené avec des partenaires internationaux en 2018, l'Union européenne et l'Allemagne organiseront la première réunion en 2019; l'octroi de 1,5 million d'euros pour analyser les écosystèmes et l'activité économique sur la dorsale médio-atlantique et la dorsale Rio Grande, afin de contribuer à définir un ensemble cohérent de «zones d'intérêt environnemental particulier»; son intention d'aider la Commission générale des pêches pour la Méditerranée à établir une zone de pêche restreinte d'au moins 2 700 km pour protéger les stocks démersaux dans un habitat reconnu comme étant une zone essentielle d'alevinage et de frai pour un certain nombre d'espèces marines, situé en dehors des eaux territoriales de l'Italie et de la Croatie, dans la zone du bassin de Jabuka/Pomo en mer Adriatique.
Building on a collaborative process with international partners in 2018, the European Union and Germany will organise the first meeting in 2019. €1.5 million to analyse ecosystems and economic activity on the mid-Atlantic Ridge and the Rio Grande Rise, in order to support the definition of a coherent set of Areas of Particular Environmental Interest. Its intention to support the General Fisheries Commission for the Mediterranean in establishing a Fishing Restricted Area (FRA) of at least 2,700 km² to protect demersal stocks in the habitat recognised as essential nursery and spawning ground for a number of marine species outside territorial waters of Italy and Croatia of the Jabuka/Pomo Pit area of the Adriatic Sea.

Les 4 et 7 juillet 2016, ces États membres ont présenté trois recommandations communes à la Commission concernant les plans de rejets pour les pêcheries démersales respectivement dans la mer Adriatique, la Méditerranée du Sud-Est et la Méditerranée occidentale, après consultation du conseil consultatif pour la mer Méditerranée.
On 4 and 7 July 2016 those Member States have submitted three joint recommendations to the Commission concerning discard plans for demersal fisheries in the Adriatic Sea, the south-eastern Mediterranean Sea and the western Mediterranean Sea, respectively , after consultation of the Mediterranean Sea Advisory Council.

(i) Discard Plan for Demersal Fisheries in the Adriatic Sea (GSAs 17 and 18) — Joint Recommendation by the Adriatica High-Level Group (Croatia, Italia and Slovenia); (ii) Discard Plan for Demersal Fisheries in the South-Eastern Mediterranean Sea (GSAs 15, 16, 19, 20, 22, 23 and 25) — Joint Recommendation by the Sudestmed High-Level Group (Cyprus, Greece, Italy and Malta); and (iii) Discard Plan for Demersal Fisheries in the Western Mediterranean Sea (GSAs 1, 2, 5, 6, 7, 8, 9, 10 and 11) — Joint Recommendation by the Pescamed High-Level Group (France, Italy and Spain).

With this in mind, views the supplementing of the road and transport infrastructures on both sides of the Adriatic Sea, their inclusion in the north-south and east-west TEN-T networks and corridors and completion of the links missing to be a prerequisite for attaining the environmental sustainability goals of the macro-region;

32. invite la Commission à proposer la création, au sein du Conseil consultatif régional déjà existant pour la Méditerranée, d'organes consultatifs spécifiques, tant pour la mer Adriatique que pour la mer Ionienne, sur la base des expériences positives acquises avec les "districts maritimes" institués dans les eaux italiennes , (comme par exemple, le district de pêche du nord de l'Adriatique créé en 2012 en vue d'une gestion partagée et concertée du secteur de la pêche du nord de l'Adriatique au niveau politique, économique, social et environnemental);
32. Calls on the Commission to propose that specific advisory bodies for the Adriatic Sea and the Ionian Sea should be set up within the Regional Advisory Council (RAC) already established for the Mediterranean area, drawing on the positive experience gained with the ‘maritime districts’ that have been set up in Italian waters (such as the Northern Adriatic fisheries district, established in 2012 for the shared and concerted management of the northern Adriatic fisheries sector from a political, economic, social and environmental point of view);

32. invite la Commission à proposer la création, au sein du Conseil consultatif régional déjà existant pour la Méditerranée, d'organes consultatifs spécifiques, tant pour la mer Adriatique que pour la mer Ionienne, sur la base des expériences positives acquises avec les "districts maritimes" institués dans les eaux italiennes, (comme par exemple, le district de pêche du nord de l'Adriatique créé en 2012 en vue d'une gestion partagée et concertée du secteur de la pêche du nord de l'Adriatique au niveau politique, économique, social et environnemental);

22. invite instamment la Commission à adopter dans les meilleurs délais et au plus tard en 2013 le plan d'action pour la mise en œuvre concrète, sur une base macro-régionale, de la stratégie maritime pour la mer Adriatique et la mer Ionienne en précisant que le secteur de la pêche devrait constituer l'une des priorités de cette stratégie, en tenant compte des configurations géophysiques spécifiques et en reliant ce plan d'action à la politique régionale, à la politique maritime intégrée de l'Union, et au Mécanisme pour l'interconnexion en Europe, afin de maximiser son effet-levier;
22. Urges the Commission to adopt, at the earliest opportunity and by 2013 at the latest, the action plan for the practical implementation on a macro-regional basis of the maritime strategy for the Adriatic Sea and the Ionian Sea, pointing out that the fisheries sector should form one of the priorities of that strategy, taking account of the specific geo-physical features and linking this plan of action to regional policy, the Union’s integrated maritime policy and the Connecting Europe Facility, so as to maximise its leverage effect;

35. souligne l'importance d'une interconnexion plus réelle entre la stratégie Europe 2020 et les trois piliers, en particulier en ce qui concerne le pilier de la croissance bleue de la stratégie pour la région de l'Adriatique et de la mer Ionienne, sur la base du plan d'action de la Commission européenne; considère le plan d'action comme l'un des résultats de l'approche de la stratégie visant à identifier les priorités concrètes de la macrorégion; souligne qu'à partir de ces éléments, chaque action ou projet est sélectionné à l'issue d'une large consultation partant de la base, associant un large éventail de parties prenantes dans la région adriatico-ionienne, représentant les autorités nationales, régionales et locales, les partenaires sociaux, mais aussi le secteur privé, l'économie sociale, les universitaires et la société civile;
35. Stresses the importance of a greater and real interconnection between the EU 2020 strategy and the three pillars (especially the blue growth pillar) of the EUSAIR strategy based on the European Commission Action Plan; considers the Action Plan as one of the outputs of the strategy approach identifying the concrete priorities for the macro-region; points out that, on the basis of this, each action or project is selected by an extensive bottom-up consultation process involving a range of stakeholders from the Adriatic-Ionian Region representing national, regional and local authorities, social partners, but also the private sector, the social economy, academia and civil society;
