Welcomes the fact that in its interpretative communication on flexibility, the Commission acknowledges that the way in which the current fiscal rules are interpreted is one element in bridging the investment gap in the EU and facilitating the implementation of growth-enhancing, sustainable and socially balanced structural reforms; notes that the Communication makes no changes as far as the calculation of the deficit is concerned but that certain investments can justify a temporary deviation from the Medium Term Objective (MTO) of the concerned Member State or from the adjustment path towards it;

The report shall reflect, as appropriate: (a) the developments in the medium-term economic position [.]; (b) the developments in the medium-term budgetary positions, including, in particular, the record of adjustment towards the medium-term budgetary objective, the level of the primary balance and developments in primary expenditure, both current and capital, the implementation of policies in the context of the prevention and correction of excessive macroeconomic imbalances, the implementation of policies in the context of the common growth strategy of the Union, and the overall quality of public finances, in particular the effectiveness of national budgetary frameworks; (c) the developments in the medium-term government debt position [.].

Le volet préventif vise à garantir à tous les États membres une position budgétaire saine: le but est que chaque État membre atteigne une position budgétaire saine à moyen terme (son objectif à moyen terme, ou OMT), définie sur la base de principes arrêtés de commun accord[8]. Cet OMT est exprimé en termes structurels, et donc ajusté afin de prendre en compte le cycle conjoncturel et d'exclure l'incidence de mesures exceptionnelles, et il est spécifique pour chaque pays.
The preventive arm aims at guaranteeing a sound budgetary position in all Member States: its core is the attainment by each Member State of its medium-term sound budgetary position (so-called Medium-Term Objective or MTO), which is set according to commonly agreed principles.[8] This MTO is formulated in structural terms, which means that it is adjusted to take account of the economic cycle and corrected to exclude the impact of one-off measures, and is specific to each country.

1. Les États membres, dans le contexte du semestre européen, rendent public, de préférence avant le 15 avril et au plus tard le 30 avril de chaque année, leur plan budgétaire national à moyen terme conforme à leur cadre budgétaire à moyen terme.
1. Member States shall, in the context of the European Semester, make public, preferably by 15 April but no later than 30 April each year, their national medium-term fiscal plans in accordance with their medium-term budgetary framework.

As a first step of that common budgetary timeline, Member States should make public their national medium-term fiscal plan at the same time as their stability programmes preferably by 15 April and no later than by 30 April.

Recalls the concern expressed in its resolution of 14 July 1998 on the Commission communication on the detailed provosions concerning the composition of the Economic and Financial Committee accompanied by a proposal for a Council decision on the detailed provisions concerning the composition of the Economic and Financial Committee (COM(1998) 110 - C4-0222/1998 ) that the efficiency of the Economic Policy Committee and Economic and Financial Committee should be enhanced by streamlining their organisation and responsibilities, to ensure that greater account is taken of structural questions with a view to coordinating economic policies and mapping out common medium-term strategies;
