1. The Member State holding the Presidency of the Council of the European Union or, where that Member State is not represented in the country or region concerned, the Member State serving as acting Presidency shall draw up, by the end of each semester, a report to the European Parliament, the Council and the Commission on the activities of immigration liaison officers networks in specific countries and/or regions of particular interest to the Union, as well as on the situation in those countries and/or regions, in matters relating to illegal immigration, taking into consideration all the relevant aspects, including human rights.

À la suite de l'adoption par les ministres de l'agriculture des pays du G20, lors de la réunion tenue à Paris les 22 et 23 juin 2011, du plan d'action sur la volatilité des prix agricoles qui a été présenté au Conseil le 28 juin 2011 (doc. 11835/11 et 12315/11), la France, en sa qualité de pays exerçant la présidence du G20, tient à attirer l'attention des ministres sur la crise alimentaire et nutritionnelle dans les pays de la Corne de l'Afrique ainsi que sur la nécessité de coordonner à l'échelle internationale la réponse à moyen et long terme à cette crise.
Following up on the adoption of the Action plan on the volatility of food prices and agriculture by agriculture ministers at the G20 meeting in Paris on 22 and 23 June 2011, presented during the Council on 28 June 2011 (11835/11, 12315/11), France as Presidency of the G20, drew the attention of ministers to the food and nutrition crisis in the countries of the Horn of Africa and to the need for international coordination of the short and medium-term response to this crisis.

Conformément à l’article 6, paragraphe 1, du règlement (CE) no 377/2004 du Conseil du 19 février 2004 relatif à la création d'un réseau d'officiers de liaison «immigration» (ci-après: le règlement), «l'État membre qui exerce la présidence du Conseil de l'Union européenne ou, si cet État membre n'est pas représenté dans le pays ou la région, l'État membre exerçant la présidence par intérim, établit pour la fin de chaque semestre, à l'intention du Conseil et de la Commission, un rapport sur les activités des réseaux d'officiers de liaison «immigration» dans lesquels il a un représentant, ainsi que sur la situation dans le pays hôte en matière d'immigration illégale».
In accordance with Article 6 paragraph 1 of Council Regulation (EC) No 377/2004 of 19 February 2004 on the creation of an immigration liaison officers network (hereinafter: Regulation) ‘The Member State holding the Presidency of the Council of the European Union or, if this Member State is not represented in the country or region, the Member State serving as acting Presidency shall draw up by the end of each semester a report on the activities of immigration liaison officers networks in which it has a representative, as well as on the situation in the host country, in matters relating to illegal immigration to the Council and the Commission’.

Il veille à une liaison appropriée avec les autorités du pays touché, avec le centre de suivi et d'information, avec d'autres organisations internationales et, dans le cas d'une intervention de secours relevant de la protection civile en dehors des États participants, avec l'État membre exerçant la présidence du Conseil, ou son représentant, ainsi qu'avec la délégation de la Commission européenne dans ce pays et avec le bureau ou le représentant officiel de l'Office humanitaire de la Commission européenne (ECHO) dans ce pays.
She/he shall assume proper liaison with the authorities of the affected country, with the Monitoring and Information Centre, with other international organisations and, in case of any civil protection assistance interventions outside the participating States, also with the Member State holding the Presidency of the Council of the European Union or its representative and with the Commission delegation in that country and with the office or official representative of the European Community Humanitarian Aid Office (ECHO) in that country.
