The report emphasises that Ukraine has continued to advance measures to tackle corruption, but that further steps need to be taken in order for these measures to have tangible benefits.

In order for the obtained product to acquire originating status, it shall not be necessary that the materials originating in the third country and used in the OCTs in the manufacture of the product to be exported to the Union have undergone sufficient working or processing, provided that the working or processing carried out in the OCTs concerned goes beyond the operations described in Article 5(1) of this Annex.
