1. After having played a decisive role in the process of peace and democratisation of the Central American isthmus in the 1980s, there is no doubt that the EU’s political influence in the region is now clearly declining.

Il s’agit d’un objectif à poursuivre sur la base d’un modèle compatible «OMC - Régionalisme» en deux temps: dans un premier temps, caractérisé par la conclusion, à Vienne, des négociations de l’accord d’association UE-Mercosur; le lancement des négociations de chacun des accords d’association avec les Communautés andine et centraméricaine, analogues «mutatis mutandis» à ceux conclus avec le Mexique et le Chili et en cours de négociation avec le Mercosur, sans qu’il soit nécessaire de mener à terme les négociations avec l’OMC; l’application effective au profit des pays andins et centraméricains du nouveau SPG «plus» jusqu’à l’entrée en vigueur desdits accords, et l’approfondissement des accords déjà existants UE-Mexique et UE-Chili.
This is an objective to be pursued according to a model compatible from the point of view of the WTO and of regionalism that should be implemented in two stages. During the first stage, the negotiations on the EU-MERCOSUR association agreement should be concluded without further delay, at the Vienna Summit; negotiations should be opened on individual association agreements with the Andean and Central American communities, similar, though with the appropriate adjustments, to those already concluded with Mexico and Chile and about to be concluded with MERCOSUR; the new GSP ‘plus’ should be applied to the Andean and Central American countries until such time as the relevant agreements had entered into force; and the existing EU-Mexico and EU-Chile agreements should be consolidated.

C'est dans le contexte de cette decision politique que la Commission estime qu'il est de l'interet reciproque de la Communaute et des pays de l'Isthme centramericain qu'un accord soit negocie qui permettrait a la Communaute et a ses Etats membres de contribuer a la stabilisation de la region.
However, it was at the ministerial meeting held in San Jose on 28 and 29 September 1984 - attended on the European side by the Foreign Ministers of the Ten, plus Spain and Portugal, and on the Latin American side by the Chancellors of the five countries of the Central American Common Market and those of the four countries of the Contadora Group - that the proposal was jointly drawn up for the creation of a new structure enabling a political and economic dialogue to be conducted between Europe and Central America (1) Colombia, Venezuela, Mexico and Panama - 2 - It is in the light of this political decision that the Commission considers it to be in the mutual interest of the Community and the Central American countries to negotiate an agreement enabling the Community and its Member States to contribute to the stabilization of the region.
