Member States to move away from traditional grant funding and look to identifying the working models which best address the energy efficiency refurbishment investment needs in their building stocks (as articulated in their National Building Refurbishment Strategies).

La directive relative à l'efficacité énergétique donne la possibilité aux États membres d'introduire un changement radical dans les niveaux d'investissements en faveur de bâtiments économes en énergie, car elle exige qu'ils établissent d'ici 2014 une stratégie à long terme pour mobiliser les investissements liés à la rénovation du parc national de bâtiments à usage résidentiel et commercial, et facilitent la mise en place de mécanismes de financement au profit de mesures visant à améliorer l'efficacité énergétique afin de tirer le meilleur parti possible de différentes voies de financement.
The EED creates an opportunity for Member States to introduce a step-change in the levels of investment into energy efficient buildings, as it requires the Member States to establish by April 2014 a long-term strategy for mobilising investment in the renovation of the national stock of residential and commercial buildings, and to facilitate the establishment of financing facilities for energy efficiency improvement measures to maximise the benefits of multiple streams of financing.

Takes note of the agreement reached in June 2014 between SOCO International and the conservation group WWF, in relation to WWF’s complaint to the UK National Contact Point (NCP) on SOCO’s lack of compliance with the OECD Guidelines for Multinational Enterprises, according to which the company commits not to undertake or commission any exploratory or other drilling within Virunga National Park unless UNESCO and the DRC Government agree that such activities are not incompatible with its World Heritage Status; notes that such conditional agreement offers no guarantees as to the cessation of any oil-related activity in the park; points out that the ambiguous position of SOCO International leaves the door open to the park being fully or partially declassified for oil drilling; observes that the concession that SOCO has been exploring is located in and around Lake Edward, an area which is home to dozens of iconic (and some endangered) species, including chimpanzees, elephants, crocodiles and lions; calls, therefore, on SOCO International plc and its DRC-registered company to stop all exploration and exploitation within Virunga permanently and to respect the park’s current boundaries; calls also on the DRC Government to cancel the oil exploration permits granted within the property of Virunga National Park, as requested by the World Heritage Committee;

A. whereas the VNP, located in the Provinces of North-Kivu and ‘Province Orientale’ of the DRC on the border with Rwanda and Uganda, is Africa’s oldest national park and a UNESCO World Heritage Site, and is globally renowned for its unique habitats and rich biodiversity, making it the most biodiverse park in Africa; whereas the park is, in particular, renowned for its mountain gorillas, a critically endangered species listed in Appendix I of the 1973 Convention on International Trade in Endangered Species (CITES);

14. invite le Service européen pour l'action extérieure à élaborer une réponse diplomatique coordonnée des États membres de l'Union et d'autres bailleurs de fonds potentiels actifs en RDC, afin d'aider le gouvernement congolais à renoncer à l'exploration et à l'exploitation pétrolières dans le parc national des Virunga, à annuler les permis de prospection pétrolière portant sur des zones entrant dans le périmètre du parc national des Virunga, ainsi que le réclame le Comité du patrimoine mondial, ainsi que dans d'autres sites du Congo classés au patrimoine mondial de l'Unesco, et à rejeter les modifications des limites du parc et la réduction de sa superficie;
14. Calls on the European External Action Service to coordinate a diplomatic response from the EU Member States and other potential donors active in the DRC, with a view to helping the DRC Government reject oil exploration and exploitation within the boundaries of the park, cancel the oil exploration permits granted within the property of the VNP, as requested by the World Heritage Committee, and in the other Congolese UNESCO World Heritage Sites, and to reject changes to, and the reduction of, the park’s boundaries;

2. déplore que le parc national des Virunga soit devenu l'un des endroits les plus dangereux au monde en matière de préservation des espèces sauvages; observe avec une profonde inquiétude l'exploitation illégale des ressources naturelles du parc par des groupes armés qui recourent à des activités minières et à la production de charbon de bois pour financer leurs opérations militaires et s'enrichir; déplore également le braconnage à grande échelle auquel se livrent des groupes armés afin de se nourrir et de financer la guerre grâce au commerce de l'ivoire et de la viande de brousse; observe également avec inquiétude que l'indiscipline, une solde irrégulière et la faim ont incité de plus en plus de militaires à participer à des activités illégales, notamment l'exploitation minière artisanale, la production de charbon de bois ou le braconnage de la faune sauvage; constate que les 790 000 hectares du parc, bien qu'il soit très sauvage, sont extrêmement difficiles à protéger, notamment en raison du manque de financements publics; relève que le 15 avril 2014, le prince belge Emmanuel de Merode, directeur du parc, a été gravement blessé par trois tireurs et que plus de 140 gardes ont été tués en service au cours des dix dernières années;
2. Deplores the fact that the VNP has also become one of the most dangerous places in the world when it comes to wildlife conservation; notes with deep concern that armed groups have been involved in illegal exploitation of the park’s natural resources through mining activities and charcoal production used both to sustain their military operations and for personal gain; deplores, also, the fact that armed groups have been involved in large-scale poaching for food purposes and for war-sustaining trade in ivory and bush meat; notes with concern, furthermore, that poor discipline, irregular pay and lack of food have resulted in military personnel becoming increasingly involved in illegal activities, including artisanal mining, charcoal production and wildlife poaching; notes that while the park is an area of great wilderness, its two million acres (790 000 hectares) have huge protection problems, especially with limited government funding; notes that on 15 April 2014 the Chief Warden of the Park, Belgian Prince Emmanuel de Merode, was seriously injured by three gunmen and that more than 140 rangers have been killed in the park on active service in the past decade;
