Dans les cas où un agriculteur qui s'est vu octroyer des paiements en application des articles 67 et 68 du règlement (CE) no 1782/2003 pourrait se voir accorder, conformément au présent article, des droits au paiement pour lesquels il ne possède pas d'hectare admissible au bénéfice de l'aide au cours de l'année d'intégration du régime des aides couplées dans le régime de paiement unique ou si son droit au paiement par hectare se traduit par un montant supérieur à 5 000 EUR, il se voit attribuer des droits spéciaux tels que visés à l'article 44, ne dépassant pas 5 000 EUR par droit.
Where a farmer that received payments under Articles 67 and 68 of Regulation (EC) No 1782/2003 would be entitled to receive payment entitlements in accordance with this Article for which he does not have eligible hectares in the year of integration of the coupled support scheme into the single payment scheme or where his payment entitlement per hectare results in an amount higher than EUR 5 000, he shall be allocated special entitlements as referred to in Article 44, not exceeding EUR 5 000 per entitlement.

3. 3. That fixed percentage shall be calculated by dividing the national or regional ceiling for the basic payment scheme to be set in accordance with, respectively, Article 22(1) or Article 23(2) of this Regulation for the year 2015, after applying the linear reduction provided for in paragraph 1 or, where applicable, paragraph 2 of Article 30 of this Regulation, by the total value of all entitlements, including special entitlements, in the Member State or region concerned for 2014, under the single payment scheme.

Recalls that EU Special Representatives fall under the CFSP budget and that all the relevant provisions of Point 42 of the 2006 Interinstitutional Agreement also apply as regards the financial consequences of the extension of their mandates; is of the opinion that there is a need to establish criteria for the appointment and evaluation of EU Special Representatives, including the definition and purpose of their tasks, length of mandate, coordination and complementarity with the EC delegations under the first pillar and an assessment of their potential "added value"; calls on the Council and the Commission to cooperate in this respect, inter alia by providing timely access to the evaluation reports, which should include substantial, thorough and objective information and be drawn up under the responsibility of the High Representative for CFSP;
