7. In line with the conclusions of the joint ECOFIN/JHA meeting on 17 October 2000, the Council reiterates, as recommended by the Financial Action Task Force on money laundering (FATF), that the Member States' financial institutions shall give special attention to businesses and transactions with persons, including companies and financial institutions, with the Non Co-operative Countries and Territories (NCCT).
