IN-CONTEXT TRANSLATIONS

Afin d'assurer des conditions uniformes de mise en œuvre du présent règlement, il convient de conférer des compétences d'exécution à la Commission en ce qui concerne: les procédures relatives à l'octroi, au retrait et à la révision de l'agrément des organismes payeurs et des organismes de coordination ainsi qu'en matière de supervision de l'accréditation des organismes payeurs; les règles relatives aux travaux et aux contrôles sur lesquels repose la déclaration de gestion des organismes payeurs, le fonctionnement de l'organisme de coordination et la notification des informations à la Commission par cet organisme de coordination; les règles concernant les tâches des organismes de certification, notamment les contrôles, et les règles sur les certificats et rapports devant être rédigés par ces organismes et leurs documents d'accompagnement.
In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission relating to: the procedures for the issuing, withdrawing and reviewing accreditation of paying agencies and coordinating bodies as well as for the supervision of the accreditation of paying agencies; the rules on the work and checks underlying the management declaration of the paying agencies, the functioning of the coordinating body and the notification of information to the Commission by that coordinating body; the rules concerning the tasks of the certification bodies, including the checks, and on the certificates and the reports, together with the documents accompanying them, to be drawn up by those bodies.

Afin de compléter ou de modifier certains éléments non essentiels du présent règlement, il importe de conférer à la Commission le pouvoir d'adopter des actes délégués conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne, en ce qui concerne l'agrément des organismes payeurs et des organismes de coordination, les obligations des organismes payeurs en ce qui concerne l'intervention publique, ainsi que les règles sur la teneur de leurs responsabilités en matière de gestion et de contrôle de ces organismes, les mesures à financer sur le budget général de l'Union européenne (ci-après dénommé "budget de l'Union") au titre de l'intervention publique et l'évaluation des opérations y afférentes.
In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFEU) should be delegated to the Commission in respect of the accreditation of the paying agencies and coordinating bodies, the obligations of the paying agencies in relation to public intervention, as well as the rules on the content of the management and control responsibilities of those agencies, the measures to be financed by the general budget of the European Union (the Union's budget) under public intervention and the valuation of the operations in connection with public intervention.

The data on financial transactions must therefore be communicated or entered in the computer systems and updated under the responsibility of the paying agency, by the paying agency itself or the body to which that function has been delegated, where applicable via the accredited coordinating body.

5. Les données relatives aux transactions financières sont communiquées, introduites et actualisées dans les systèmes informatiques prévus au paragraphe 1, sous la responsabilité de l’organisme payeur, par l’organisme payeur lui-même ou par l’organisme auquel cette fonction a été déléguée, le cas échéant par l’intermédiaire des organismes de coordination agréés conformément à l’article 6, paragraphe 3, deuxième alinéa, du règlement (CE) no 1290/2005.
5. The data on financial transactions shall be communicated, entered and updated in the computer systems referred to in paragraph 1 under the responsibility of the paying agency, by the paying agency itself or by the body to which that function has been delegated, where applicable via the coordinating bodies accredited in accordance with the second subparagraph of Article 6(3) of Regulation (EC) No 1290/2005.

Where a Member State accredits more than one paying agency, it is important that it designate a single coordinating body to ensure consistency in the management of the funds, to provide liaison between the Commission and the various accredited paying agencies and to ensure that the information requested by the Commission concerning the operations of several paying agencies is made rapidly available.
