I. considérant que le Conseil européen des 16 et 17 juin 2005 a décidé d'ouvrir une période de réflexion à la suite des référendums organisés en France et aux Pays-Bas, au cours de laquelle six autres États membres ont ratifié le traité, et que le Conseil européen des 15 et 16 juin 2006 a demandé à la Présidence d'étudier les options possibles pour l'avenir qui permettraient de surmonter la crise constitutionnelle dans la perspective de sa réunion des 21 et 22 juin 2007,
I. whereas the European Council of 16-17 June 2005 decided to open a period of reflection following the referendums in France and the Netherlands, during which period six more Member States completed their ratifications, and the European Council of 15-16 June 2006 asked the Presidency to explore possible future ways of overcoming the constitutional crisis in anticipation of its meeting of 21-22 June 2007,

Notes that the territory concerned by the redundancies is within the NUTS II region of Zeeland, a province in the southwest of the Netherlands; Zeeland can be regarded as a small labour market: its peripheral location within the Netherlands, its situation as a border region with huge areas under water, and the relative vastness of Zeeland with its island structure, results in rather limited access and mobility; the dismissed workers live in relatively small towns (up to about 50 000 inhabitants), so that the redundancies will have a noticeable local impact;

107. invite la Commission et les États membres à continuer à exposer aux organisations non gouvernementales locales des pays tiers la politique de l'Union en matière de droits de l'homme, en conformité avec la récente communication de la Commission au Conseil, au Parlement européen et au Comité économique et social sur la participation des acteurs non étatiques à la politique communautaire de développement (COM(2002) 598), et à les encourager à faire régulièrement rapport aux délégations et missions de l'Union de la situation dans leur pays afin de renforcer l'évaluation de l'impact sur les droits de l'homme;
107. Calls on the Commission and the Member States to continue to brief local non-governmental organisations in third countries on EU human rights policy, consistent with the Commission's recent Communication to the Council, the European Parliament and the Economic and Social Committee on the Participation of non-state Actors in EC development policy (COM(2002) 598), and to invite them to regular reporting to EC Delegations and EU Missions on the situation in the country concerned in order to strengthen human rights impact assessment;

99. invite la Commission et les États membres à continuer à exposer aux organisations non gouvernementales locales des pays tiers la politique de l'Union en matière de droits de l'homme, en conformité avec la récente communication de la Commission sur la participation des acteurs non étatiques, et à les encourager à faire régulièrement rapport aux délégations de la Communauté européenne et aux autres missions de l'Union de la situation dans leur pays afin de renforcer l'évaluation de l'impact sur les droits de l'homme;

Ces réformes reflètent les préoccupations suivantes: meilleure coordination entre mesures passives et actives (Pays-Bas, Royaume-Uni), renforcement de l'infrastructure de formation professionnelle (Italie, Portugal), adaptation des SPE aux besoins et aux possibilités au niveau local (Italie, Espagne, Belgique, France, Pays-Bas), amélioration du cadre organisationnel et législatif pour la mise en oeuvre au niveau national de la stratégie de nouveau départ (Allemagne, Irlande, Portugal, Grèce);
These reforms reflect a concern for: better co-ordination between passive and active measures ( the Netherlands, United Kingdom); strengthening the infrastructure for vocational training (Italy, Portugal); tailoring PES services to the needs and opportunities at regional and local level (Italy, Spain, Belgium, France, the Netherlands); improving the organisational and legislative framework for a nation-wide implementation of the 'new start' strategy (Germany, Ireland, Portugal, Greece).
