By way of derogation from Article 180 of Regulation (EC) No 1234/2007 (22) and Article 3 of Regulation (EC) No 1184/2006 (23), Articles 87, 88 and 89 of the Treaty shall not apply to payments made by Member States, including their financial participations, nor to the financial participations from parafiscal charges or mandatory contributions of Member States or proposing organisations for programmes eligible for Community support under Article 36 of the Treaty, that the Commission has selected in accordance with Article 8(1) of this Regulation.

Financing rules must be set. As a general rule, so that proposing organisations and Member States assume their responsibilities, the Community should meet only part of the cost of measures. However, in exceptional cases it may be more suitable not to require any financial contribution from the relevant Member States so as to enable the measures to be implemented in keeping with the prevailing realities . In the case of information on some Community schemes (product origin, organic production, labelling) financing shared between the Community and Member States is justified by the need to provide information to the public on these relatively recent schemes. However, the Community must provide a larger financial contribution to cover emergency measures.
