A special place in this policy cycle for social integration is given to the World Program for Action Concerning Disabled Persons.

Bien que des arrêts importants aient été rendus dans des affaires de violation concernant les personnes handicapées dans le cadre de la Convention européenne des droits de l'homme, d'où il est résulté une certaine protection pour l'ensemble des personnes handicapées dans les pays concernés, tous les pays européens continuent à violer systématiquement les droits des personnes handicapées au moyen de mesures discriminatoires, individuelles et institutionnelles, d'appréciations biaisées de leur qualité de vie et de traitements dégradants et inhumains.
Whilst some important judgements have been made on cases of violations regarding disabled people under the European Convention on Human Rights which have resulted in some protection for all disabled people in the countries concerned, all European countries continue to systematically violate the rights of disabled individuals through individual discrimination and institutional discrimination, through prejudicial assessments of quality of life of disabled people and through degrading and inhuman treatment of disabled people.

Le groupe sera chargé de favoriser le développement de synergies entre les politiques concernant les personnes handicapées au niveau de l'UE et il examinera le rapport périodique sur les questions concernant les personnes handicapées.
The Group will be tasked to support the development of synergies among disability policies at EU level, and will discuss the regular disability Report.

Compte tenu de cet objectif, le groupe d'experts de haut niveau échangera des informations, permettra l'échange et le transfert éventuel des idées et bonnes pratiques, en particulier dans le domaine de l'intégration des questions de handicap, et exploitera l'expérience des nouveaux États membres dans le domaine des questions concernant les personnes handicapées.
With this objective in mind, this Group of High Level experts should exchange information, allow for the exchange and possible transfer of ideas and good practices, namely in the field of mainstreaming disability issues, and gain experience of disability issues in the new Member States.

As regards disabled persons, the external evaluation makes many practical suggestions, intended in particular to favour more active participation by these persons in mobility actions.

2. En ce qui concerne les personnes handicapées, le principe d'égalité de traitement ne fait pas obstacle au droit des États membres de maintenir ou d'adopter des dispositions concernant la protection de la santé et de la sécurité sur le lieu de travail ni aux mesures visant à créer ou à maintenir des dispositions ou des facilités en vue de sauvegarder ou d'encourager leur insertion dans le monde du travail.
2. With regard to disabled persons, the principle of equal treatment shall be without prejudice to the right of Member States to maintain or adopt provisions on the protection of health and safety at work or to measures aimed at creating or maintaining provisions or facilities for safeguarding or promoting their integration into the working environment.

Tous ces instruments ont servi à exposer en détail les droits des personnes handicapées à l'indépendance et à l'autodétermination, et ont amélioré la connaissance des conventions générales relatives aux droits de l'homme dans la mesure où elles concernent des personnes handicapées.
All these instruments have been useful in spelling out the rights to independence and self-determination for people with disabilities, and have improved understanding of the general human rights conventions insofar as they relate to people with disabilities.
