Depuis les années 1970, l’UE a développé un système appelé nomenclature commune des unités territoriales statistiques (NUTS) qui divise son territoire géographiquement pour le calcul de statistiques régionales, essentiellement afin d’évaluer les niveaux d’éligibilité aux fonds structurels de l’UE à l’aune de critères objectifs et quantitatifs.
Since the 1970s, mainly to assess levels of eligibility for EU Structural Funds on the basis of objective, quantitative criteria, the EU has developed a system called NUTS (Nomenclature of Territorial Units for Statistics) that divides its territory geographically for the computation of regional statistics.

Le règlement (CE) n° 1059/2003 du Parlement européen et du Conseil établit une nomenclature commune des unités territoriales statistiques (NUTS) en fonction de critères démographiques, en se pliant à la nécessité que la Communauté se dote d'une base juridique adéquate établissant cette nomenclature.
