5. Par dérogation à l'article 53, paragraphe 2, et à l'article 77, paragraphe 1, du règlement (CE) no 1083/2006 et nonobstant les décisions de la Commission fixant le taux maximal et le montant maximal de la contribution des Fonds à chaque programme opérationnel grec et à chaque axe prioritaire, les paiements intermédiaires et les paiements du solde final sont calculés en appliquant un taux de cofinancement maximal de 100 % aux dépenses éligibles indiquées dans chaque état des dépenses certifié par l'autorité de certification en ce qui concerne les programmes opérationnels grecs pour la réalisation des objectifs “Convergence” et “Compétitivité régionale et emploi” au titre de chaque axe prioritaire.
5. By way of derogation from Articles 53(2) and 77(1) of Regulation (EC) No 1083/2006 and notwithstanding the Commission decisions fixing the maximum rate and the maximum amount of the contribution from the Funds for each Greek operational programme and for each priority axis, interim payments and payments of the final balance shall be calculated by applying a maximum co-financing rate of 100 % to the eligible expenditure indicated for Greek operational programmes for the Convergence and Regional competitiveness and employment objectives under each priority axis in each statement of expenditure certified by the certifying authority.

First, the proposal rationalises the funding rates by creating three maximum rates: a normal maximum rate of 50%, a derogating maximum rate of 75% for cross-border actions and for Member States with a gross GNI per capita below 90% of the European average, and a maximum rate of 100% for actions to control serious health risks, specific actions targeted by the Commission in its work programme and actions carried out in third countries.
