Deplores the cuts made by the Council on the administrative and research support lines, including executive agencies, by overall 6,6 % in CA and PA (-EUR 71,8 million) compared to DB, with the highest cuts affecting Heading 1b (-23,7 %) and Heading 4 (-13,2 %); underlines that this would result in a 5,5 % decrease as compared to similar 2012 appropriations, despite the savings already proposed in the DB, and would therefore be likely to affect the swiftness and quality of budgetary implementation of the multi-annual programmes to which they are related; stresses, moreover, that decreasing the administrative lines of a given programme without increasing its operational expenditure would result in a modification of the whole co-decided envelope for that programme; therefore decides to restore the DB for those lines;

6. Dans un délai de quinze jours après communication du projet de budget, le Parlement européen, informé de la suite donnée à ses propositions de modification, peut, statuant à la majorité des membres qui le composent et des trois cinquièmes des suffrages exprimés, amender ou rejeter les modifications apportées par le Conseil à ses amendements et arrête en conséquence le budget.
6. Within 15 days of the draft budget being placed before it, the European Parliament, which shall have been notified of the action taken on its proposed modifications, may, acting by a majority of its Members and three fifths of the votes cast, amend or reject the modifications to its amendments made by the Council and shall adopt the budget accordingly.

Par avant-projet de budget rectificatif, il faut entendre tout avant-projet ayant pour effet d'apporter certaines modifications de nature financière ou technique au budget, sans entraîner une augmentation du montant global des crédits et sans prévoir d'actions nouvelles.
Preliminary draft amending budget shall mean any proposal which would involve modifications to the budget of a financial or technical nature, without causing an increase in the total amount of appropriations and without providing for new operations.
