The reinforced cooperation in civil protection assistance interventions should be based on a Community civil protection structure consisting of a monitoring and information centre and a common emergency communication and information system managed by the Commission and contact points in the Member States.

The European Commission, Directorate-General for Environment, Civil Protection Unit is launching a Call for proposals with the aim of identifying actions which might be eligible for financial support in the framework of Community Action Programme in the field of Civil Protection established by Council Decision of 9 December 1999 (1999/847/EC), as amended by Council Decision of 20 December 2004 (2005/12/EC).

It shall act in support of the Community framework for cooperation in the field of accidental or deliberate marine pollution established by Decision No 2850/2000/EC of the European Parliament and of the Council of 20 December 2000 setting up a Community framework for cooperation in the field of accidental or deliberate marine pollution(8) and of the Community mechanism in the field of civil protection assistance interventions established by Council Decision 2001/792/EC, Euratom of 23 October 2001 establishing a Community mechanism to facilitate reinforced cooperation in civil protection assistance interventions(9)".

CONSIDÉRANT que les récentes décisions du Conseil en matière de protection civile et notamment la décision 2001/792/CE, Euratom du Conseil du 23 octobre 2001 instituant un mécanisme communautaire visant à favoriser une coopération renforcée dans le cadre des interventions de secours relevant de la protection civile(3), constituent un cadre qui faciliterait la création d'un réseau entre les écoles et les centres de formation actifs dans le domaine de la protection civile dans les États membres, notamment par la création d'un projet pilote visant à mettre en place le réseau susvisé.
WHEREAS the recent Council decisions on civil protection, notably Council Decision 2001/722/EC, Euratom of 23 October 2001 establishing a Community mechanism to facilitate reinforced cooperation in civil protection assistance interventions(3), provide a framework which would facilitate the creation of a network of schools and training centres active in the field of civil protection in the Member States, in particular through the creation of a pilot project entrusted with the task of establishing the said network.

La coopération communautaire en matière de protection civile contribue à la réalisation des objectifs du Traité car elle s'inscrit dans les préoccupations du programme communautaire de politique et d'action pour l'environnement et le développement durable et respectueux de l'environnement, présenté par la Commission.
Community cooperation on civil protection helps to achieve the objectives of the Treaty by reflecting the concerns of the Community programme of policy and action in relation to the environment and sustainable development, presented by the Commission.
