Notre fédération réclame le respect des prérogatives provinciales en ce domaine et considère que le gouvernement fédéral, conformément aux mécanismes déjà utilisés par le passé, devrait reconnaître au gouvernement du Québec et à tout gouvernement provincial intéressé le droit de se retirer sans condition et avec pleine compensation financière de la Fondation canadienne des bourses du millénaire, si telle est l'intention du gouvernement fédéral d'y procéder.
