An Act respecting the marking of timber

Afin de garantir le marquage approprié des matériaux d'emballage en bois et afin de tenir compte de l'évolution des normes internationales, et notamment de la NIMP 15, il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne pour modifier et compléter les exigences applicables aux matériaux d'emballage en bois, y compris l'introduction de ces matériaux sur le territoire de l'Union, ainsi que pour spécifier les exigences requises pour autoriser les opérateurs enregistrés à apposer la marque concernant les matériaux d'emballage en bois sur le territoire de l'Union.
In order to ensure correct marking of wood packaging material and to take into account the development of international standards, and in particular of ISPM15, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of amending and supplementing the requirements concerning wood packaging material, including its introduction into the Union territory, and of specifying the requirements for authorisation of registered operators to apply the mark of wood packaging material in the Union territory.

Afin d'assurer des conditions uniformes d'exécution du présent règlement, il convient de conférer des compétences d'exécution à la Commission pour établir des dispositions spécifiques applicables aux matériaux, au traitement et au marquage en ce qui concerne la réparation des matériaux d'emballage en bois; définir les spécifications de forme des attestations autres que la marque des matériaux d'emballage en bois; établir les procédures de délivrance du certificat de préexportation; et établir des règles spécifiques concernant la transmission des notifications.
In order to ensure uniform conditions for the implementation of this Regulation implementing powers should be conferred on the Commission with respect to setting out specific arrangements concerning the material, treatment and marking as regards repairing of wood packaging material; laying down the format specifications of attestations other than the mark of wood packaging material; laying down the procedures for the issuance of the pre-export certificate; and laying down specific rules concerning the submission of notifications.

Cette stratégie propose de lutter contre ce phénomène, le trafic de bois et le commerce d'autres produits forestiers illégalement récoltés (viande de gibier et d'animaux sauvages) en faisant porter les efforts sur les domaines suivants: définition de procédures transparentes pour l'octroi de concessions et la délivrance d'autorisations d'usage; mise en place de mécanismes de contrôle et de sanction efficaces (application de la loi); participation de la société civile à ces processus; mise en place de mesures incitatives dans les pays importateurs pour les achats publics et privés de bois et de produits dérivés du bois issus d'une gestion durable des forêts qui ont fait l'objet d'une certification par des instances indépendantes; et soutien des pays partenaires dans leurs efforts pour mettre en oeuvre et développer la convention CITES sur le commerce des espèces menacées d'extinction (protection des espèces menacées qui y sont énumérées et intégration d'espèces supplémentaires dans l'annexe 3).
The strategy proposes to fight illegal logging and timber trafficking, as well as trade in other illegally harvested forest products (e.g. game and bush-meat), by addressing the following areas for action: Developing transparent procedures as a basis for issuing concessions and utilisation licences; establishing effective control and penalty mechanisms (law enforcement); ensuring civil society participation in these processes; creating incentives in import countries for public and private procurement of independently certified timber and wood products from sustainable forest management; and assisting partner countries with their efforts to implement and further develop the CITES endangered species convention (particularly protection of the endangered species listed and inclusion of further species in Annex 3).
