se félicite des initiatives du gouvernement turc en ce qui concerne la réorganisation du système de refuges, en concertation avec toutes les parties prenantes; fait observer que le nombre officiel de centres d'hébergement accueillant actuellement dans le pays les femmes victimes de violence, selon la direction générale de la situation des femmes, s'élève à 81, ce qui reste très peu et ne répond pas aux besoins d'une population avoisinant les 70 millions; invite le gouvernement turc à créer des refuges équitablement répartis sur tout le territoire du pays et en nombre suffisant, conformément aux dispositions de la convention du Conseil de l'Europe du 11 mai 2011 relative à la prévention et à la lutte contre la violence à l'égard des femmes et la violence domestique, à l'effet d'atteindre l'objectif qu'il s'est fixé dans la loi sur les municipalités et de créer un refuge dans toute commune comptant au moins 50 000 habitants; souligne que ces refuges doivent être répartis sur l'ensemble du pays, en veillant à un équilibre approprié entre régions rurales et régions urbaines; souligne qu'il importe de mettre en place des mécanismes destinés à renforcer la sécurité, les capacités et la surveillance dans les refuges existants et d'infliger des sanctions en cas de non-respect; il faut aussi y employer des travailleurs sociaux dûment formés et rémunérés et faire en sorte, par le biais de cours de formation professionnelle et d'autres services, que les femmes hébergées acquièrent les moyens de refaire leur vie, pour elles-mêmes et pour leurs enfants; souligne qu'il importe de tenir secrète la localisation de ces refuges, pour la sécurité des victimes;
Welcomes the initiatives of the Turkish government in reorganising the system of shelters, in consultation with all stakeholders; notes that the official number of shelters for women who have been victims of violence, according to the General Directorate on the Status of Women, is 81, which is still very low and does not meet the needs of a population of approximately 70 million; calls on the Turkish government to set up shelters spread evenly throughout the country in sufficient numbers, in line with the provisions of the Council of Europe Convention of 11 May 2011 on preventing and combating violence against women and domestic violence, thereby meeting the goal it set for itself with the Law on Municipalities, and to create a shelter in every municipality with at least 50 000 inhabitants; notes that shelters must be spread throughout the country, with a proper balance between rural and urban areas; emphasises the importance of introducing mechanisms for increasing security, capacity and supervision in the existing shelters and for imposing sanctions for non-compliance, of employing well-trained and well-paid social service personnel and ensuring, by means of professional training courses and other services, that women in shelters acquire adequate capabilities to build a new life for themselves and their children; stresses the importance of non-disclosure of the location of these shelters for the safety of the victims;

42. invite le gouvernement de Bosnie-Herzégovine à harmoniser la loi sur l'égalité des genres de Bosnie-Herzégovine avec la loi électorale, en ce qui concerne la composition des organes de gouvernance exécutive à tous les niveaux de décision politique (de la municipalité, du canton, de l'entité et de l'État);
42. Calls on the Government of Bosnia and Herzegovina to harmonise the Law on Gender Equality of Bosnia and Herzegovina with the Election Law, as regards the composition of bodies of executive governance at all decision-making levels (municipal, cantonal, entity and state);

considère que des efforts plus importants devraient être consentis en ce qui concerne les droits des minorités de BiH, eu égard aux progrès limités accomplis dans ce domaine; se félicite de la modification de la loi électorale d'avril 2008 qui permet aux membres des minorités nationales de se présenter aux élections locales; regrette toutefois que le nombre de sièges offerts aux minorités nationales soit laissé à l'appréciation des municipalités; souligne la nécessité de rendre opérationnels les conseils consultatifs des minorités mis en place récemment dans la Republika Srpska et qui doivent être installés dans la Fédération de BiH; déplore les discriminations dont sont toujours victimes les "autres" dans la constitution et dans les lois électorales de BiH;
Considers that greater efforts should be deployed for the rights of minorities in BiH, given the limited progress in this area; welcomes in this respect the electoral law amendment of April 2008 enabling members of national minorities to stand for local election; nevertheless regrets the fact that the number of seats for national minorities is left to the discretion of municipalities; emphasises, furthermore, the need to make operational the advisory councils on minorities which have recently been established in the Republika Srpska and are due to be set up in the Federation of BiH; finally, deplores the persisting discrimination against 'others' in the Constitution and electoral laws of BiH;

Ils se sentent démunis face à une situation par ailleurs fort complexe, puisque - il faut le rappeler - la responsabilité juridique et politique est dans ce cas partagée entre le gouvernement espagnol, en ce qui concerne la loi du sol, la communauté autonome de Valence, en ce qui concerne la législation locale relative aux règles d’urbanisme, et les municipalités qui, en s’appuyant sur la législation, à la fois espagnole et régionale, mettent en œuvre les programmes qu’elles jugent légitimes.
They feel powerless in the face of a situation that is highly complex, since it should be remembered that legal and political responsibility in this area is shared between the Spanish Government as regards land law, the autonomous community of Valencia as regards local legislation concerning planning rules, and the municipalities which, on the basis of both Spanish and regional legislation, implement the programmes which they deem legitimate.
