The following has been proposed: abolishment of the beneficiaries' age limit; inclusion of support in the area of horticulture; reduction of the minimum size of agricultural holdings eligible for support to 3 ha; the purchase of agricultural machinery should not be tied to the investment; increase of the scope of investment and the highest possible amount of public support per programme period; construction and in particular adaptation of stables should not be tied only to free range rearing, but to all forms of rearing, in compliance with the standards relating to the protection of animals.

8. appelle à la levée immédiate du blocus illégal de la bande de Gaza, qui constitue un châtiment collectif infligé à la population locale; invite toutes les parties à mettre en œuvre de manière effective les clauses du cessez-le-feu convenu en août 2014; invite l'Union à prendre des mesures concrètes afin de faire pression sur Israël pour qu'il lève le blocus, notamment en fixant un calendrier; déplore la poursuite des restrictions imposées par Israël à l'entrée de matériaux de construction dans la bande de Gaza; demande au gouvernement israélien d'interrompre sa pratique arbitraire et non transparente consistant à répertorier certains matériaux comme étant à "double usage", et d'établir sa liste de matériaux à double usage conformément aux normes internationales, notamment en n'y faisant plus figurer le bois, les agrégats, les barres d'acier et le ciment; souligne qu'en tant que force d'occupation et en vertu de la quatrième convention de Genève, Israël est tenu au premier chef de garantir des conditions de vie minimales aux habitants de Gaza;
8. Calls for an immediate end to the illegal blockade of the Gaza Strip, which is a collective punishment against the local population; calls on all parties to effectively implement the terms reached under the August 2014 ceasefire agreement; calls on the EU to take concrete steps to press Israel to end the blockade, in particular by setting a timetable; deplores the continued restrictions by Israel on the entry of building materials into Gaza; calls on the Israeli Government to cease its arbitrary and non-transparent process of listing materials as ‘dual-use’ and to bring its dual-use list in line with international standards, in particular by removing wood, aggregates, steel bars and cement; emphasises that Israel, as the occupying power and under the Fourth Geneva Convention, is the sole and main party responsible for maintaining minimum living conditions for the inhabitants of Gaza;

F. whereas the ceasefire reached on 26 August 2014 has not been implemented, notably as regards lifting the blockade; whereas none of the 19 000 homes entirely destroyed have so far been rebuilt due to severe restrictions on the entry of building materials; whereas 100 000 people are still displaced; whereas 95% of the water is not safe to drink; whereas the continued closure of Gaza is having a devastating impact on the 1.8 million people living in Gaza; whereas, according to the ICRC, the Gaza closure constitutes ‘a collective punishment imposed in clear violation of Israel’s obligations under international humanitarian law’; whereas an UNCTAD report of 1 September 2015 has concluded that the blockade has led to a sharp reversal in Gaza’s development and that Gaza could become uninhabitable by 2020;

221. déplore l'échec du projet de construction d'une usine de dessalement de l'eau de mer, qui est un sérieux revers; rappelle que ce projet était non seulement le principal projet dans le secteur hydraulique, mais encore, et de loin, le plus important projet financé au titre de l'instrument (il représentait près de 10 % du montant total du contrat), et que l'usine était destinée à fournir 23 000 m3 d'eau potable par jour, ce qui correspond aux besoins de quelque 100 000 personnes; rappelle par ailleurs que l'approvisionnement en eau devient chaque jour plus critique pour l'île, à la suite d'une baisse de 40 % des précipitations annuelles moyennes au cours des trente dernières années; est fortement préoccupé par le fait que l'échec de ce projet, dû aux restrictions imposées par l'armée turque à l'entreprise de construction chypriote grecque ainsi qu'au refus de l'entrepreneur de poursuivre les travaux, invoquant un manque de temps, lorsque ces restrictions ont été levées en mars 2010, signifie que cette brûlante question d'ordre environnemental ne sera pas résolue; invite la Commission à étudier la possibilité de renouveler le projet;
221. Regrets the loss of the seawater desalination plant project, which was an unfortunate setback; recalls that this project was not only the main project in the water sector but also the largest project (amounting to approximately 10 % of total contracted funding) funded under the instrument and that the plant was intended to provide 23 000 m of clean drinking water per day, covering the needs of an estimated 100 000 people and recalls that water supply is becoming an increasingly critical issue for the island following a 40 % decrease in the mean annual rainfall in the past 30 years; is deeply concerned by the cancellation of the project, due to restrictions imposed on the Greek Cypriot contractor by the Turkish army, and once these restrictions were lifted in March 2010, the contractor was unwilling to continue, claiming adverse conditions, meaning that this serious environmental issue is not addressed; calls on the Commission to consider the possibility of renewing the project;
