Your committee, to which was referred Bill C-474, An Act to require the development and implementation of a Federal Sustainable Development Strategy and the development of goals and targets with respect to sustainable development in Canada, and to make consequential amendments to another Act, has, in obedience to the order of reference of Wednesday, June 18, 2008, examined the said Bill and now reports the same without amendment.

Expresses its concern at the new draft law on cybersecurity, which would bolster and institutionalise the practices of cyberspace censorship and monitoring, and at the adopted national security law and the draft law on counter-terrorism; notes the fears of Chinese reformist lawyers and civil rights defenders that these laws will further restrict freedom of expression and that self-censorship will grow;

Expresses its concern at the imminent adoption of the draft Foreign NGO Management Law, given that in its current state it would drastically hamper the activities of Chinese civil society and would severely restrict the freedoms of association and expression in the country, including by banning overseas NGOs that are not registered with the Chinese Ministry of Public Security and prohibiting provincial public security departments from funding any Chinese individual or organisation, and Chinese groups from conducting ‘activities’ on behalf of, or with the authorisation of, non-registered overseas NGOs, including those based in Hong Kong and Macao; calls on the Chinese authorities to substantially revise this draft law in order to bring it into line with international human rights standards, including international commitments made by the People’s Republic of China;

J. considérant que le projet de loi relative aux syndicats enfreindrait le droit de s'organiser et limiterait de manière draconienne les droits des syndicats indépendants, y compris des syndicats existants; considérant que le projet de loi fixe un seuil minimum excessivement élevé pour le nombre de travailleurs à réunir pour créer un syndicat (20 %); considérant que le projet de loi confère des pouvoirs très étendus au ministère du travail concernant l'autorisation des grèves et la suspension de l'inscription d'un syndicat pour des motifs inconsistants et sans procès équitable; considérant que le projet de loi interdit aux employés domestiques de se syndiquer, soumet les responsables syndicaux à des conditions d'alphabétisation qui écartent d'emblée les femmes et les étrangers, interdit tout contact avec des ONG et prévoit des amendes si basses qu'elles en sont inefficaces pour les employeurs en infraction avec le droit du travail;
J. whereas the draft law governing trade unions would violate the right to organise and would severely limit the rights of independent trade unions, including existing unions; whereas the draft law sets an unreasonably high minimum threshold for the number of workers who must join before a union can be formed (20 %); whereas the draft law gives sweeping powers to Labour Ministry officials as regards the approval of strikes and the suspension of union registration on flimsy grounds and without due process; whereas the draft law excludes domestic workers from the right to unionise, makes union leaders subject to literacy requirements which discriminate against women and non-nationals, prohibits contacts with NGOs, and sets ineffectively low fines for employers who violate labour law;

I. considérant que le pays risque de perdre 600 à 700 millions d'USD par an en projets de développement après l'adoption de la loi; considérant que le projet de loi sur les associations et les ONG entraînerait des restrictions budgétaires qui mettraient en péril la capacité des ONG internationales à mener des projets de manière efficiente;

A. whereas the Anti-Homosexuality Bill tabled by private Member David Bahati MP on 25 September 2009 before the Ugandan Parliament foresees the punishment of homosexual acts by imprisonment between seven years and life as well as the death penalty; whereas the Bill foresees the punishment of a failure to disclose a child's or patient's homosexuality by up to three years‘ imprisonment; whereas the Bill is still under consideration,
