10. fait observer que, dans la mesure où huit membres du personnel du Centre ayant obtenu un nombre plus élevé de points n'ont pas été promus, alors que d'autres membres du personnel du même grade l'ont été, l'article 45 de son règlement n'a pas été respecté, car de nouveaux éléments discrétionnaires ont été ajoutés à la décision finale de promotion; prend acte des observations du Centre selon lesquelles le service d'audit interne (SAI) a estimé que les décisions concernant la carrière et la promotion des fonctionnaires et des agents temporaires, adoptées le 7 février 2008 par le Conseil d'administration, étaient sujettes à interprétation, et selon lesquelles, à l'issue de l'évaluation réalisée en septembre 2010 sur l'application de la promotion du personnel, le Centre a adapté son interprétation à celle du SAI et les critères supplémentaires qui étaient utilisés pour la promotion ont été abandonnés;

Acknowledges that, given that eight staff members with higher points were not promoted whereas some other staff in the same grade were promoted, Article 45 of its Staff Regulations was not respected, as additional discretionary elements were actually incorporated into the final decision to award promotion; notes the Centre's statement according to which the Internal Audit Service (IAS) acknowledged that the decisions on career and promotion of officials and of temporary staff adopted by the Management Board on 7 February 2008 were subject to interpretation and that following the final IAS assessment on ‘Implementation of the staff promotion’, issued in September 2010, the Centre adapted its interpretation to the one of the IAS while the additional criteria which were previously used for promotion were abandoned;
