Member States shall adopt the measures defined in this Directive in respect of establishment or provision of services in their territories by natural persons and companies or firms covered by Title I of the General Programmes for the abolition of restrictions on freedom to supply services(7) and on freedom of establishment(8) (hereinafter called "beneficiaries") who wish to pursue the activities listed in Annex A.

Les États membres prennent les mesures définies dans la présente directive, en ce qui concerne l'établissement sur leur territoire des personnes physiques et des sociétés mentionnées au titre I des programmes généraux pour la suppression des restrictions à la libre prestation des services et à la liberté d'établissement, ainsi qu'en ce qui concerne la prestation des services par ces personnes et sociétés (les "bénéficiaires"), qui veulent exercer les activités énumérées à l'annexe A.
Member States must adopt the measures defined in the Directive in respect of the establishment in their territory of natural persons and companies or firms covered by Title I of the General Programmes for the abolition of restrictions on freedom to provide services and freedom of establishment and also in respect of the provision of services by these persons and companies or firms (the "beneficiaries") who wish to pursue the activities listed in Annex A.

3. Afin d'éviter des cas de double imposition, de non-imposition ou de distorsions de concurrence, les États membres peuvent, en ce qui concerne les prestations de services visées au paragraphe 2 sous e) ainsi que les locations de biens meubles corporels, considérer: a) le lieu de prestations de services, qui, en vertu du présent article, est situé à l'intérieur du pays, comme s'il était situé en dehors de la Communauté, lorsque l'utilisation et l'exploitation effectives s'effectuent en dehors de la Communauté;

In order to avoid double taxation, non-taxation or the distortion of competition the Member States may, with regard to the supply of services referred to in 2 (e) and the hiring out of movable tangible property consider: (a) the place of supply of services, which under this Article would be situated within the territory of the country, as being situated outside the Community where the effective use and enjoyment of the services take place outside the Community;

Les États membres suppriment, en faveur des personnes physiques et des sociétés mentionnées au titre I du programme général pour la suppression des restrictions à la libre prestation des services, ci-après dénommées bénéficiaires, les restrictions visées au titre III dudit programme, pour ce qui concerne les prestations de services dans les activités mentionnées à l'article 2.
Member States shall abolish, in respect of the natural persons and companies or firms covered by Title I of the General Programme for the abolition of restrictions on freedom to provide services (hereinafter called "beneficiaries"), the restrictions referred to in Title III of that General Programme affecting the right to provide the services specified in Article 2.
