The aid must not have undue negative effects. Examples of such undue negative effects would be the creation of excess capacity by the aided investment in a market which is in absolute decline; or the granting of an aid amount that would exceed the regional aid ceiling applicable to the region in question; or that the aid would have causal effect for the relocation of existing/closed down activities to the aided establishment; or that the aid would lure away investment from a region, which has the same or a lower level of economic development than the region where the aided investment takes place.

The aid must have a real "incentive effect", in other words it must effectively encourage the beneficiary to invest in a specific region. The aid must be kept to the minimum necessary to trigger the company's investment decision. The aid cannot have undue negative effects. Examples of such undue negative effects are the creation of excess capacity by the aided investment in a declining market, or the granting of a level of aid that would exceed the regional aid ceiling applicable to the region in question. The aid must not lure away investment from a region, which has the same or a lower level of economic development than the region where the aided investment takes place (so-called 'anti-cohesion effect').

Un soutien particulier sera accordé aux régions afin de combiner différents instruments d’investissement de l’Union, tels que les fonds structurels et d’investissement européens (Fonds ESI), COSME, Horizon 2020 et le Fonds européen pour les investissements stratégiques (FEIS), qui est au cœur du plan d’investissement.

Underlines that cohesion policy is the main instrument of the European Union aimed at reducing the economic, social and territorial disparities across European regions, boosting their competitiveness, tackling climate change and energy dependence, while at the same time contributing to the achievement of the Europe 2020 strategy goals; underlines that even though they have been difficult for some Member States and regions to co-finance, cohesion policy investments have cushioned significantly the negative effects of the economic and financial crisis, and have given stability to regions by ensuring the flow of funding when national and regional public and private investments have fallen sharply; underlines that cohesion policy funding was equivalent to 21 % of public investment in the EU as a whole and to 57 % in the cohesion countries taken together;

18. Calls for more coordinated public investment by the Member States and local and regional authorities, and also calls for a more stable, economic and regulatory environment in the EU in order to make it more attractive for private investment, since without this it will be impossible to reach the target of raising industry’s contribution to GDP to as much as 20 % by 2020; underlines the importance of concentrating EU investments on innovative sectors and thematic priorities, such as research and innovation, support for SMEs and the low-carbon economy, in order to maximise the impact of investments on sustainable economic growth and job creation; strongly supports the approach to RI which aims at reducing the innovation gap within the Union by enabling less advanced regions to adopt, enhance and adapt the innovative solutions developed in the leading regions; calls also for further clarification and swift implementation of the Smart Specialisation concept, which has the potential to boost the sustainable growth of the EU’s regions;

32. prend acte des problèmes relevés par la Commission concernant les aides à l'investissement en faveur des grandes entreprises, compte tenu de l'existence de données tendant à indiquer un manque d'effet incitatif; estime, que même si les aides d'État devraient principalement aller aux PME, il n'est pas justifié d'exclure les grandes entreprises, catégorie qui inclut également des entreprises familiales sortant du cadre de la définition des PME ou des entreprises de taille intermédiaire, des règles relatives aux aides d'État dans les régions couvertes par l'article 107, paragraphe 3, point c) du TFUE, compte tenu de leur contribution à l'emploi, des chaînes d'approvisionnement qu'elles créent avec les PME, de leur implication commune dans l'innovation, la recherche et le développement, ainsi que du rôle positif qu'elles jouent dans la lutte contre la crise économique; estime que la présence de grandes entreprises est souvent indispensable au succès des PME qui tirent avantage des pôles constitués sous l'impulsion des grandes entreprises et bénéficient de leurs activités de sous-traitance; rappelle que la Commission a elle-même reconnu que les investissements réalisés par les grandes entreprises contribuent à induire des effets d'entraînement et à promouvoir l'accès de l'Union aux marchés mondiaux; souligne qu'une décision d'exclure les grandes entreprises dans les régions "c" pourrait aboutir à des pertes d'emploi, à une réduction de l'activité économique dans les régions, à une baisse de la compétitivité régionale, à une diminution de l'attrait pour l'investissement étranger, ainsi qu'à la délocalisation d'entreprises vers d'autres régions à l'intérieur ou à l'extérieur de l'Union; estime dès lors que ces entreprises devraient rester éligibles à des aides d'État dans les régions "c", sous réserve d'un contrôle particulier après notification individuelle et de l'application de critères supplémentaires de compatibilité concernant l'effet incitatif et la contrib ...
32. Acknowledges the problems regarding investment aid to large enterprises indicated by the Commission, given that evidence suggests a lack of incentive effect; believes that, although State aid should be primarily provided to SMEs, excluding large enterprises, a category which also includes family-owned enterprises exceeding the definition of SMEs or mid-cap companies, from State aid rules in areas covered by Article 107(3)(c) TFEU is not justified given their contribution to employment, the supply chains they create with SMEs, their common involvement in innovation, research and development, and their positive role in combating the economic crisis; takes the view that the presence of large undertakings is often key to the success of SMEs that benefit from clusters led by large companies and from their subcontracting activities; recalls that it was the Commission itself that recognised the contribution of investment by large enterprises to creating knock-on effects and to access for the EU to the world markets; stresses that a decision to exclude large enterprises in “”‘c’ areas could lead to job losses, reduced economic activity in the regions, reduced regional competitiveness, reduced attractiveness for foreign investment and the relocation of companies to other regions either within or outside the EU; considers, therefore, that such companies should remain eligible for State aid in “”‘c’ areas, subject to particular scrutiny following individual notification and to additional compatibility criteria concerning incentive effect and contribution to regional development through clusters and subcontracting;

Endorses the economic rationale of a local/regional place-based development policy rooted in the fundamental logic that interest in the Union's less-developed regions is likely to increase if they are able to offer competitive comparative advantages (adequate infrastructure, skilled human resources, etc.) as well as firm sets of incentives; in this context, calls on the Commission to support the Member States and regions in their pursuit of their own investment incentives policies, especially as regards long-term investments – not least at cross-border level – with an emphasis on infrastructure projects; notes with regret that less-developed regions of the EU are increasingly losing their attractiveness, to the benefit of third countries; calls on the competent authorities to draft urgent measures aimed at maintaining current investment and attracting new investment;
