Un instrument de garantie à provisionner à concurrence d’un milliard d’euros en réserves de liquidité, partagé entre la Banque européenne d’investissement et le budget 2007-2013 de l’UE, devrait permettre de débloquer 20 milliards d’euros de prêts bancaires au profit des infrastructures routières.
A guarantee instrument to be provisioned with up to € 1 billion in liquidity reserves, shared between the European Investment Bank and the 2007-2013 EU budget, is expected to leverage € 20 billion in bank lending for transport infrastructure.

Until the establishment of this mechanism the fines should be allocated as provisioning for risk-sharing financial instruments for EU relevant projects financed by the European Investment Bank in conformity with provisions of the Protocol (n°5) on the Statute of the European Investment Bank annexed to the Treaties.
