Rappelant la communication du 1er septembre 2005 de la Commission intitulée «Programme commun pour l'intégration: cadre relatif à l'intégration des ressortissants de pays tiers dans l'Union européenne», le Conseil, dans ses conclusions des 1er et 2 décembre 2005 relatives à un programme commun pour l'intégration, souligne la nécessité de renforcer les politiques d'intégration des États membres et convient qu'il est important de définir un cadre au niveau européen pour l'intégration des ressortissants de pays tiers en séjour régulier dans tous les aspects de la société et, en particulier, des mesures concrètes visant à mettre en œuvre les principes de base communs.
Recalling the Communication of the Commission of 1 September 2005 on a common Agenda for Integration: framework for the integration of third country nationals in the European Union, the Council Conclusions on that Agenda of 1 and 2 December 2005 underline the need to strengthen the integration policies of the Member States and acknowledge the importance of defining a framework at European level for the integration of legally residing third-country nationals in all aspects of society and in particular concrete measures for implementing the Common Basic Principles.

Following the adoption of Common Basic Principles on integration (CBPs) by the Justice and Home Affairs Council, the cornerstones of today’s Communication are proposals for concrete measures (“road map”) both at EU and at national level to put each of the eleven CBPs into practice, together with a series of supportive EU mechanisms, including the preparatory actions (INTI) and the proposed European Fund for Integration.
