En guise d'introduction, je voudrais mentionner qu'en plus de moi, la Commission de la fonction publique a deux autres commissaires: Michelle Chartrand, qui ne pouvait être présente aujourd'hui car elle avait pris l'engagement de visiter la région de l'Atlantique, et Nurjehan Mawani, qui se joindra à la Commission de la fonction publique dans quelques semaines.

I've often thought that the Public Appointments Commission could comfortably fit within the Public Service Commission, although one the Public Appointments Commission is dealing with Governor in Council appointments and the other is dealing with the tens of thousands of routine appointments made every year to the public service in Canada, the promotions within the public service of Canada, the deployments, and everything else, so in that sense they have quite different clientele and a somewhat different function.

[English] The ideal solution, in my view, remains, one, delegating staffing authority to departments through deputy ministers; two, if one truly believes that the Public Service Commission needs to have a hand in staffing to ensure a non-partisan public service, then one could hand it the key to the front door and say that all new appointments to the public service need to have the full blessing of the Public Service Commission, but even here I would have some concerns; three, to the extent possible, in light of point number two, turn the Public Service Commission into an agency of Parliament and give it a clear audit mandate.
