Les plans d’intervention d’urgence externes sont préparés par les États membres, en coopération avec les exploitants et les propriétaires concernés et, le cas échéant, avec les titulaires d’une autorisation et l’autorité compétente, et tiennent compte de la dernière mise à jour des plans d’intervention d’urgence internes des installations ou des infrastructures connectées existantes ou prévues dans la zone couverte par le plan d’intervention d’urgence externe.
2. External emergency response plans shall be prepared by the Member State in cooperation with relevant operators and owners and, as appropriate, licensees and the competent authority, and shall take into account the most up to date version of the internal emergency response plans of the existing or planned installations or connected infrastructure in the area covered by the external emergency response plan.

Les États membres veillent à ce que l’exploitant et le propriétaire garantissent la disponibilité en tout temps des équipements et de l’expertise nécessaires au plan d’intervention d’urgence interne afin qu’ils soient mis, au besoin, à la disposition des autorités chargées de l’exécution du plan d’intervention d’urgence externe de l’État membre où s’applique le plan d’intervention d’urgence interne.
2. Member States shall ensure that the operator and the owner maintain equipment and expertise relevant to the internal emergency response plan in order for that equipment and expertise to be available at all times and to be made available as necessary to the authorities responsible for the execution of the external emergency response plan of the Member State where the internal emergency response plan applies.

«plan d’intervention d’urgence externe», une stratégie locale, nationale ou régionale mise en place pour prévenir l’aggravation ou limiter les conséquences d’un accident majeur relatif à des opérations pétrolières ou gazières en mer, et mobilisant toutes les ressources dont dispose l’exploitant, telles qu’elles sont décrites dans le plan d’intervention d’urgence interne pertinent, et les ressources supplémentaires éventuelles mises à disposition par les États membres.
‘external emergency response plan’ means a local, national or regional strategy to prevent escalation or limit the consequences of a major accident relating to offshore oil and gas operations using all resources available to the operator as described in the relevant internal emergency response plan, and any supplementary resources made available by the Member States.

3. Le plan d’intervention d’urgence interne est élaboré conformément à l’annexe I, partie 10, et mis à jour à la suite de toute modification substantielle apportée au rapport sur les dangers majeurs ou aux notifications soumises en vertu de l’article 11. Ces mises à jour sont soumises à l’autorité compétente en vertu de l’article 11, paragraphe 1, point g), et notifiées à l’autorité compétente ou aux autorités compétentes responsables de la préparation des plans d’intervention d’urgence externes pour la zone concernée.

The internal emergency response plan shall be prepared in accordance with Annex I, Part 10, and updated as a consequence of any material change to the report on major hazards or notifications submitted pursuant to Article 11 Any such updates shall be submitted to the competent authority pursuant to point (g) of Article 11(1) and notified to the relevant authority or authorities responsible for preparing the external emergency response plans for the area concerned.

Based on Article 10 of the Regulation on the European Regional Development Fund (ERDF), innovative actions in 1994-99 supported 350 operations relating to eight different themes: new sources of employment, culture and heritage, spatial planning (Terra), urban pilot projects, internal and external interregional co-operation (Recite II and Ecos-Ouverture), promotion of technological innovation (RIS and RTTs) and the information society (RISI I and II).
