Un nouveau programme de l'Union concernant des solutions d'interopérabilité et des cadres communs pour les administrations publiques, les entreprises et les citoyens européens (ci-après dénommé «programme ISA2») est donc nécessaire pour développer, maintenir et promouvoir une approche globale de l'interopérabilité en vue d'éliminer le morcellement du paysage de l'interopérabilité et de supprimer les obstacles électroniques dans l'Union; de faciliter une interaction électronique transfrontalière ou transsectorielle efficace et effective entre les administrations publiques européennes, d'une part, et entre celles-ci et les citoyens et les entreprises, d'autre part; de définir, de créer et d'exploiter des solutions d'interopérabilité qui contribuent à la mise en œuvre des politiques et activités de l'Union; et de faciliter la réutilisation de solutions d'interopérabilité par les administrations publiques européennes.
A new Union programme on interoperability solutions and common frameworks for European public administrations, businesses and citizens (the ‘ISA2 programme’) is therefore needed to develop, maintain and promote a holistic approach to interoperability in order to eliminate fragmentation in the interoperability landscape and avoid electronic barriers in the Union; to facilitate efficient and effective electronic cross-border or cross-sector interaction between European public administrations on the one hand, and between European public administrations and businesses and citizens on the other; to identify, create and operate interoperability solutions supporting the implementation of Union policies and activities; and to facilitate the re-use of interoperability solutions by European public administrations.
