Reiterates that Parliament invited the Commission to evaluate objectively and critically the experiences with FEIs in the Cohesion policy for the programming period 2007-2013, to provide a risk assessment considering different FEIs separately, as well as taking into account the risk structure of beneficiaries of the FEIs, and to report annually to Parliament, in time for the respective discharge procedure, on the use of FEIs in Member States, including comparable indicators on the effectiveness, efficiency and economy of FEIs, and also on how the Commission coordinates, ensures consistency and mitigates the risk of overlapping across the policy areas;

Notes and deplores the Court of Auditors' observations mainly in the Cohesion area such as excessive endowments to FEIs resulting in circumventing the n+2 rule (Annual Report, example 4.4 (a)), delays and slow implementation of the FEIs (Annual Report, example 4.4 (b)), irregular winding-up requirements (Annual Report, example 4.4 (c)), financial contributions paid as advances as soon as the legal structure of the FEI has been set up (Annual Report, point 4.34) and problems in performing adequate audits on FEIs (Annual Report, points 4.35 and 4.36);

Fewer and fewer young people were going into engineering school and more and more were going into financial engineering school so they could devise these incomprehensible financial instruments like derivatives, hedge funds, and God knows what, as a smokescreen for a level of malfeasance and conspiracy to defraud that has never been seen before in the history of mankind.

Les sujets qui seront traités sont en particulier la coopération industrielle, les investissements et l'ingénierie financière suite aux récentes dispositions approuvées par le Conseil qui visent à encourager les investissements là où les instruments existants de la coopération financière "classique" ne sont pas appropriés.
Prominent in the discussions will be industrial cooperation, investment and financial engineering following the provisions, recently approved by the Council, aimed at encouraging investment in areas where the existing instruments of traditional financial cooperation are inappropriate.

The new range of proposed actions calls for a set of new more flexible and better adapted procedures some of which are already identified: - Joint Undertakings, extending to the EEC Treaty the system laid down under the Euratom Treaty (ex. JET); - supplementary programmes, extending to the EEC Treaty an instrument already existing under the Euratom Treaty and effectively enabling variable geometry participation; - supported concerted action involving support from the Community budget amounting to 10-20% of the costs of the action; - integrated actions covering all of the activities developed in a given research sector by the Member States; - minority participation by the Community in national and multinational actions or projects; - innovation loans (ex. NIC IV); - certain facilities emanating from new Commission initiatives in financial engineering.
