TRADUCTIONS EN CONTEXTE

Cet instrument vient se substituer aux cinq programmes préalablement en vigueur, c’est-à-dire, PHARE, ISPA, SAPARD, CARDS et l'aide de préadhésion pour la Turquie. En outre, les modalité d'exécution de l'IAP, notamment le volet de cet instrument consacré au développement rural (IPARD), ont été élaborées et les travaux préparatoires en vue de la mise en œuvre d'IPARD dans les pays candidats concernés (la Croatie, la Turquie et l'ancienne République yougoslave de Macédoine) ont débuté.
Moreover, implementing rules for IPA including the Rural Development Component of the instrument (IPARD) were prepared and the preparatory work for the implementation of IPARD in the candidate countries concerned (HR, TK, fYRoM) was initiated.

IPA will replace the current pre accession instruments notably: Phare, the scope of which is support for the implementation of the acquis communautaire in the form of institution building and related investments, investments in economic and social cohesion and cross-border cooperation; ISPA, which is the precursor of the Cohesion Fund and deals with environment and transport infrastructure; SAPARD, the precursor of Rural Development plans, dealing with Common Agricultural Policy acquis and Rural development, Turkey pre-accession, with the same scope as Phare; CARDS, which covers the Western Balkans.
