Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the EU Special Representative for Human Rights, the governments and parliaments of the Member States, the Government and Parliament of Syria, the Government and Council of Representatives of Iraq, the Regional Government of Kurdistan, the institutions of the Organisation of Islamic Cooperation (OIC), the Cooperation Council for the Arab States of the Gulf (Gulf Cooperation Council, GCC), the United Nations Secretary-General, the United Nations General Assembly, the UN Security Council and the UN Human Rights Council.

Welcomes the positive role and necessary support that the EU wishes to provide in facilitating the resolution of the Israeli-Palestinian conflict and the larger Israeli-Arab conflict through peaceful and constructive means, which serve the EU’s interests of security, stability and prosperity in the Middle East; calls on the EU to devise a positive incentives package for both the Palestinians and the Israelis, to be implemented by all parties, including regional actors such as the League of Arab States, at the start of the negotiations, as the sole means of successfully creating the necessary positive atmosphere in which the peace process between Israel and the Palestinian Authority can be relaunched and trust be rebuilt; urges all the EU institutions and Member States, for that reason, to encourage trade, cultural, scientific, energy, water and economic relations between Israel and its neighbours in the region, including trilateral trade between Member States, Israel and the Palestinian Authority;

24. invite la Commission à favoriser davantage dans le monde arabe le respect du principe de l'État de droit ainsi que le mouvement de la réforme du droit, qui devrait se faire dans l'esprit des valeurs découlant du système universel des droits de l'homme, réforme politique visant à légaliser l'action oppositionnelle, et ce à partir des institutions existantes, sans générer de remise en cause brutale, dans la ligne des plans d'action de la politique européenne de voisinage, ainsi que des décisions prises dans le cadre du processus de Barcelone; encourage la Commission à tirer pleinement parti de toutes les possibilités offertes par l'Instrument européen pour la démocratie et les droits de l'homme afin de soutenir la société civile et les mouvements de réforme politique dans la région;
24. Calls on the Commission to give more encouragement in the Arab world to respect for the principle of the rule of law and the legal reform movement; considers that this should be done with due regard for the values deriving from the universal system of human rights, and that it should involve a political reform which seeks to legalise the action of opposition movements on the basis of the existing institutions – without undermining the validity of those institutions – in line with the action plans under the European Neighbourhood Policy and the decisions taken in the context of the Barcelona Process; encourages the Commission to make full use of the possibilities offered by the European Instrument for Democracy and Human Rights (EIDHR) to support civil society and political reform movements in the region;

The main lines of action proposed are as follows : - phase complete opening of the terminal equipment market to competition ; - substantial opening of the telecommunications services market to competition with the exception, at this stage, of a limited number of basic services considered essential to satisfy current public service goals ; - the right to cross-frontier provision of services in the Community ; - continuation of exclusive or special rights for the telecommunications administrations (public or private carriers) regarding provision and operation of the network infrastructure, and recognition of the central role of telecommunications administrations (public or private carriers) in the establishment of future generations of infrastructures ; - clear separation of the regulatory and operational functions of publics or private undertakings managing networks ; - opening-up of the market in satellite ground stations in so far as such equipement should be assimilated with telecommunications terminals rather than infrastructure ; - recognition of the fact that telecommunications tariffs should follow cost trends ; - development of a consensus by both sides of industry to smooth the transitions and take maximum advantage of the development of networks and services to create new jobs ; - fastening of economic development and reduction of the isolation of the outlying regions of the Community through telecommunications ; - establishment of common positions in the various international bodies (GATT, ITU, etc) ; - finally, as regards standardization, the Commission recommends the creation of a European Standards Institute : a small core team bringing together experts from public and private network operators and experts seconded by the industry would substantially accelerate the elaboration of the standards and technical specifications indispensable for an open and competitive market environment and the development of "made in Europe" Information Technolog ...
