Plusieurs actes communautaires ont déjà été adoptés dans ce domaine, à savoir la directive 97/5/CE du Parlement européen et du Conseil du 27 janvier 1997 concernant les virements transfrontaliers et le règlement (CE) no 2560/2001 du Parlement européen et du Conseil du 19 décembre 2001 concernant les paiements transfrontaliers en euros , mais n'ont pas suffisamment remédié à cette situation, pas plus que la recommandation 87/598/CEE de la Commission du 8 décembre 1987 portant sur un code européen de bonne conduite en matière de paiement électronique (relations entre institutions financières, commerçants-prestataires de services et consommateurs) , la recommandation 88/590/CEE de la Commission du 17 novembre 1988 concernant les systèmes de paiement et en particulier les relations entre titulaires et émetteurs de cartes ou la recommandation 97/489/CE de la Commission du 30 juillet 1997 concernant les opérations effectuées au moyen d'instruments de paiement électronique, en particulier la relation entre émetteur et titulaire .

1. 1. The Governing Board shall consist both of appointed members providing a balance between those with experience in business, higher education and research (hereinafter referred to as appointed members) and members elected by and from among the higher education, research and innovation, technical and administrative staff, students and doctoral candidates of the European Institute of Innovation and Technology (EIT) and the Knowledge and Innovation Communities (KICs) (hereinafter referred to as representative members).

This review of relations between science, technology, research and development activities and European society will be based on numerous information sources (follow-up reports, the European Statistical System and national statistical offices, studies by national and European polling organisations, data supplied by the network of national and technological observatories, comparative studies at European and international level, Community research and foresight exercises, etc.).
