Bill C-27 was intended to create a uniform set of powers, rights and obligations for all CFIA inspectors that, at the time, were spread out over eight different Acts: three that dealt with food products (MIA, FIA and CAPA) and five dealing with animal health and plant protection (Seeds Act, Feeds Act, Fertilizers Act, Health of Animals Act and Plant Protection Act).
