Calls on the EU to fulfil its responsibilities as an influential player and to take a clear and comprehensive peace initiative for the region, based on previous successes achieved by EU Member States in the field of strategic conflict resolution, most notably in the framework of the Northern Ireland peace process, and by using all forms of leverage, notably legal, economic and diplomatic, at its disposal to promote the effective upholding of international humanitarian law and human rights law; calls on the EU to develop a greenfield approach to its current engagement policy with the key actors in the region in order to give itself the means to carry out an ambitious peace agenda;

– J’ai voté le rapport d’initiative de ma collègue Britannique Bairbre de Brun sur l'évaluation du programme PEACE (programme de l'UE pour la paix et la réconciliation en Irlande du Nord) qui souligne que le renforcement de l'autonomie locale a été un élément essentiel de la construction de la paix en Irlande du Nord et que la participation de la société civile à ce processus a largement contribué à améliorer l'élaboration et la mise en œuvre des politiques locales.
– (FR) I voted in favour of the own-initiative report by my British fellow Member Mrs de Brún on the evaluation of the PEACE Programme (EU Special Support Programme for Peace and Reconciliation in Northern Ireland) which stresses that local empowerment has been an essential part of peace-building in Northern Ireland and that the participation of civil society in this process has largely contributed to improving local policy making and implementation.

L’article 7, paragraphe 4, du règlement (CE) no 1260/1999 du Conseil du 21 juin 1999 portant dispositions générales sur les Fonds structurels dispose que, au titre de l’objectif no 1, un programme d’aide au processus de paix en Irlande du Nord, dénommé programme PEACE, est mis en place au profit de l’Irlande du Nord et des régions frontalières d’Irlande pour une période de quatre années, de 2000 à 2004.
Article 7(4) of Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds sets up a programme under Objective 1 in support of the peace process in Northern Ireland (PEACE) for a period of four years from 2000 to 2004, for the benefit of Northern Ireland and the border areas of Ireland.
