...[+++]à appliquer au secteur pharmaceutique dans la Communauté européenne ; considérant que l'Union européenne a un rôle important à jouer pour la création d'un environnement favorable à l'expansion des activités de recherche, de développement, de production et de distribution des médicaments et pour encourager le développement d'une industrie pharmaceutique européenne innovatrice et efficace en terme de compétitivité sur le marché mondial; considérant que la politique industrielle européenne doit nécessairement prendre en compte la spécificité de ce secteur qui s'inscrit dans un double contexte de santé publique et de politique sociale; que les systèmes de sécurité sociale supportent une part considérable de la dépense pharmaceutique et que cette question relève de la compétence des Etats membres; considérant qu'il appartient à l'Union européenne de tracer des lignes directrices destinées à promouvoir les activités communautaires dans ce secteur, ADOPTE LA PRÉSENTE RÉSOLUTION I EN CE QUI CONCERNE LA SITUATION DE L'INDUSTRIE PHARMACEUTIQUE 1. rappelle que l'industrie pharmaceutique européenne joue un rôle essentiel en matière de santé publique; qu'elle demeure une industrie de haute technologie et de grande valeur ajoutée, particulièrement performante, génératrice d'emplois hautement qualifiés, et apportant une contribution significat ...COUNCIL RESOLUTION DESIGNED TO IMPLEMENT THE OUTLINES OF AN INDUSTRIAL POLICY IN THE PHARMACEUTICAL SECTOR IN THE EUROPEAN UNION THE COUNCIL Having regard to the Commission communication of 14 September 1994 entitled "An industrial competitiveness policy for the European Union"; Recalling its Resolution of 21 November 1994 on strengthening the competitiveness of Community industry [10] , and its conclusions of 7 April 1995 on an industrial competitiveness policy; Having regard to the communication of 2 March 1994 from the Commission to the Council and the European Parliament on the outlines of an industrial policy for the pharmaceutical sector in the European Union; Whereas the European Union has a
