Outre ces violations prouvées commises à l'encontre d'individus, il existe des violations des droits au sein des juridictions civiles et des services des États membres de l'Union européenne. Ainsi, certaines lois refusent l'accès à la justice des personnes incapables de communiquer verbalement ou utilisant d'autres méthodes de communication, aux handicapés internés dans des institutions, souvent contre leur volonté, et ne reconnaissent pas le droit de vote aux handicapés. Il existe également des services qui refusent aux handicapés la liberté de choix et de contrôle de leur propre style de vie, ce qui ne fait qu'exacerber leur isolement et les discriminations exercées à leur encontre.
As well as these documented violations against individuals there are the violations of rights within some civil laws and services within member states of Europe – laws which deny justice to people who cannot communicate verbally or use alternative methods of communication, disabled people who are incarcerated in institutions, often against their will and without a franchise; services which deny people the freedom of choice and control over their own lives and which add to their discrimination and isolation.
