Commends the current discussions, inquiries and reviews concerning the subject of this inquiry in several parts of the world, including through the support of civil society; points to the Global Government Surveillance Reform signed up to by the world's leading technology companies calling for sweeping changes to national surveillance laws, including an international ban on bulk collection of data, to help preserve the public's trust in the internet and in their businesses; points to the calls made by hundreds of leading academics, civil society organisations and 562 international authors, including five Nobel laureates, for an end to mass surveillance; notes with great interest the recommendations published recently by the US President's Review Group on Intelligence and Communications Technologies and the Privacy and Civil Liberties Oversight Board Report on the Telephone Records Program Conducted under Section 215 of the USA PATRIOT Act and on the Operations of the Foreign Intelligence Surveillance Court; strongly urges governments to take these calls and recommendations fully into account and to overhaul their national frameworks for their intelligence services in order to implement appropriate safeguards and oversight;

Urges all democratic political forces, regardless of ideology, to refuse any support to extremist parties of a racist or xenophobic character, whether explicit or implicit, and hence also any alliance whatsoever with their elected representatives; reiterates its belief that public personalities should refrain from making statements that encourage or incite to hate or stigmatisation of groups of people on the basis of their race, ethnic origin, religion, handicap, sexual orientation or nationality; believes that public personalities who incite to hatred are to be considered an aggravating circumstance when dealing with hate speech;

8. souligne la primauté des Nations unies dans le cadre institutionnel multilatéral et la nécessité pour l'UE de jouer un rôle éminent pour renforcer les structures et les capacités de cette institution indispensable; prend acte à cet égard du rapport du groupe de personnalités de haut niveau sur les menaces, les défis et le changement, présenté au Secrétaire général des Nations unies le 1 décembre 2004; salue ce rapport - indépendamment de toute future analyse détaillée effectuée par le Parlement - comme le point de départ d'une discussion ouverte en vue d'une réforme des Nations unies face aux défis du XXI siècle; exhorte l'UE et les États membres à coordonner leur position dans le cadre de ces discussions en tenant compte du solide soutien attesté par les enquêtes d'opinion publique en faveur d'une plus forte représentation de la PESC/PESD par l'UE que celle existant actuellement;

Emphasises the primacy of the UN within the multilateral institutional framework and the need for the EU to play a leading role in reinvigorating the structures and capabilities of this indispensable institution; takes note in this connection of the Report of the High-level Panel on Threats, Challenges and Change presented to the UN Secretary General on 1 December 2004; greets this report - without prejudice to any future detailed assessment by the Parliament - as the starting point for an open discussion on reforming the UN for the challenges of the 21st Century; urges the EU and the Member States to coordinate their position within the framework of these discussions in full awareness of the consistent support demonstrated by public opinion surveys for a stronger representation of CFSP/ESDP through the EU than that which currently exists;
