Since the objective of this Regulation, namely harmonisation of the conditions for the placing on the market and the use of feed, in order to ensure a high level of feed safety and thus a high level of protection of public health as well as to provide adequate information for users and consumers and to strengthen the effective functioning of the internal market, cannot be sufficiently achieved by the Member States and can therefore be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

L’objectif du présent règlement, conformément aux principes généraux établis dans le règlement (CE) no 178/2002, consiste à harmoniser les conditions de mise sur le marché et d’utilisation des aliments pour animaux, de manière à garantir un niveau élevé de sécurité des aliments pour animaux et donc un niveau élevé de protection de la santé publique ainsi qu’à fournir une information adéquate aux utilisateurs et aux consommateurs et à renforcer le bon fonctionnement du marché intérieur.
The objective of this Regulation, in accordance with the general principles laid down in Regulation (EC) No 178/2002, is to harmonise the conditions for the placing on the market and the use of feed, in order to ensure a high level of feed safety and thus a high level of protection of public health, as well as to provide adequate information for users and consumers and to strengthen the effective functioning of the internal market.

Les travaux du groupe d'experts ont montré que le seul moyen de permettre la libre circulation de tels services fondés sur un niveau élevé de protection des consommateurs dans ce domaine est de renforcer l'harmonisation.
The work of the Expert Group has shown that the only means to allow for free movement of such services based on a high level of consumer protection in this field is to come forward with greater harmonisation.

(5) considérant que, dans son action de renforcement de la cohésion économique et sociale, la Communauté cherche aussi à promouvoir un développement harmonieux, équilibré et durable des activités économiques, un niveau d'emploi élevé, l'égalité entre les hommes et les femmes et un niveau élevé de protection et d'amélioration de l'environnement; qu'il convient en particulier que cette action intègre les exigences de la protection de l'environnement dans la définition et la mise en oeuvre de l'action des Fonds structurels et qu'elle contribue à éliminer les inégalités, et à promouvoir l'égalité, entre les hommes et les femmes; que l'action des Fonds peut également permettre de combattre toute discrimination fondée sur la race ou l'origine ethnique, un handicap ou l'âge, à travers notamment une évaluation des besoins, des incitations financières et un partenariat élargi;
(5) Whereas in its efforts to strengthen economic and social cohesion the Community also seeks to promote the harmonious, balanced and sustainable development of economic activities, a high level of employment, equality between men and women and a high level of protection and improvement of the environment; whereas those efforts should in particular integrate the requirements of environmental protection into the design and implementation of the operations of the Structural Funds and help to eliminate inequalities and promote equality between men and women; whereas the Funds' operations may also make it possible to combat any discrimination on the grounds of race, ethnic origin, disability or age by means in particular of an evaluation of needs, financial incentives and an enlarged partnership;
