The Commission proposed the following series of realistic measures to achieve this aim, taking account of the capacities of both sides. II The state of relations between the EU and Latin America A. Greater dialogue Political dialogue between the two sides has progressed markedly and now includes: - institutional talks: the San José dialogue, dialogue with the countries of Latin America (held annually since 1984) and with the Rio Group (annually since 1990; next meeting: Bolivia, spring 1996); - two-yearly interparliamentary meetings between the European Parliament and its Latin American counterpart (last held in Brussels in June); - cooperation accords, known since 1990 as third-generation agreements.
