Notes that, two decades after the signing of the Dayton Accords, crucial political problems remain unresolved; takes the view that a new political initiative is urgently needed for Bosnia and Herzegovina and that it is necessary to move away from an ethnocentric approach to resolving the problems and to mitigate differences between ethnic groups by finding peaceful, viable and lasting solutions which can gain the support of each of the different groups within Bosnia and Herzegovina; takes the view that it is high time to end the foreign military presence in Bosnia and Herzegovina; calls on the political elites in the country to assume greater accountability for their actions;

Notes with satisfaction the significant contribution of the EU Police Mission (EUPM) and EUFOR Operation Althea to the stability and security of BiH and considers them important elements of the EU’s reinforced overall strategy for BiH; commends the accomplishments of the EUPM in contributing to the fight against organised crime and corruption by the BiH law enforcement agencies and judiciary; notes the agreement to close the EUPM by the end of June 2012; recalls the need for an orderly transition of EUPM’s work to assistance projects financed by IPA as well as to a strategic advisory capacity in the areas of law enforcement and criminal justice in the office of the EUSR; welcomes Althea’s executive military role in supporting BiH’s efforts to maintain a safe and secure environment under a renewed UN mandate; underlines the need to further enhance the skills and professionalism of the BiH security forces with a view to strengthening local ownership and capacity;

31. se réjouit de l'élaboration d'une stratégie destinée aux victimes de violences sexuelles pendant la guerre et visant à leur accorder immédiatement une indemnisation adéquate ainsi qu'un soutien financier, social et psychologique, et notamment des soins de santé mentale et physique de la plus haute qualité; demande aux autorités de Bosnie-Herzégovine d'élaborer des programmes de protection des témoins et d'y allouer des moyens suffisants; souligne, à cet égard, qu'il importe d'améliorer la coordination entre les différentes instances judiciaires et d'accélérer les poursuites relatives aux crimes de guerre de nature sexuelle perpétrés pendant la guerre; invite la Commission et les autres bailleurs de fonds internationaux à soutenir les autorités de Bosnie-Herzégovine dans leur action, par l'apport de moyens financiers et d'une expertise destinés aux victimes de violences sexuelles pendant la guerre; relève que le ministère des droits de l'homme et des réfugiés de Bosnie-Herzégovine, soutenu par l'UNFPA, est chargé de développer la stratégie susmentionnée en mettant en place un groupe de travail composé d'experts; note que la Republika Srpska (RS) a été invitée à désigner des représentants de ses ministères compétents en vue de leur participation, mais qu'elle ne l'a pas encore fait à ce jour; demande aux autorités de la RS de participer activement à cet effort crucial pour adopter et mettre en œuvre la stratégie;
31. Welcomes the development of a strategy targeting the victims of war crimes of sexual violence to provide the victims directly with adequate reparation, economic, social and psychological support, including the highest attainable mental and physical health support services; calls on the BiH authorities to develop programmes and allocate adequate resources for the protection of witnesses; stresses in this connection the need to improve the coordination between the various judicial organs and to speed up prosecution procedures in cases of sexual war crimes committed during the war; calls on the Commission and other international donors to support the BiH authorities in this endeavour with financial resources and expertise targeting the victims of war crimes of sexual violence; notes that the Ministry of Human Rights and Refugees of BiH, supported by UNFPA, is entrusted with the task of developing the abovementioned strategy by setting up an expert working group; notes that the Republika Srpska (RS) was invited to nominate representatives from its competent ministries to participate, but has not done so to date; calls on the RS authorities to actively engage in this crucial effort to adopt and implement the strategy;

2. est préoccupé par les progrès limités de la Bosnie-Herzégovine, candidat potentiel à l'adhésion, en matière de stabilisation et de développement socioéconomique; estime cependant que la Bosnie-Herzégovine peut progresser sur le chemin de l'intégration européenne dans l'intérêt de ses citoyens pour autant que la détermination, la responsabilité politique, la culture du compromis et une vision d'avenir commune soient les maîtres mots de son action future; encourage les autorités de Bosnie-Herzégovine à prendre des mesures concrètes afin de remettre solidement le pays sur la voie de l'Union européenne;

Is concerned about the limited progress achieved by BiH as a potential candidate country for EU membership on its path towards stabilisation and socio-economic development; takes the view, however, that progress is possible towards EU integration for the benefit of BiH citizens provided that determination, political responsibility, a culture of compromise and a shared vision of the country’s future constitute the guiding principles for further actions; encourages the BiH authorities to take further concrete steps to put the country firmly back on track towards the EU;

On 11 March 2002, the Council adopted Joint Action 2002/210/CFSP (1) on the European Union Police Mission (EUPM) in Bosnia and Herzegovina (BiH).

Le 11 mars 2002, le Conseil a arrêté l'action commune 2002/211/PESC relative à la nomination de Lord Ashdown en tant que représentant spécial de l'UE en Bosnie-et-Herzégovine (1) et l'action commune 2002/210/PESC créant, à compter du 1er janvier 2003, la Mission de police de l'Union européenne en vue d'assurer la relève du groupe international de police des Nations unies en Bosnie-et-Herzégovine (2).
On 11 March 2002 the Council adopted Joint Action 2002/211/CFSP appointing Lord Ashdown as the EU Special Representative in Bosnia and Herzegovina (1) and Joint Action 2002/210/CFSP establishing the European Union Police Mission in order to ensure the follow-on to the United Nations International Police Task Force in Bosnia and Herzegovina (BiH) as from 1 January 2003 (2).

5. constate que le trafic des enfants et des femmes à des fins d'exploitation sexuelle est un phénomène qui va en s'amplifiant (particulièrement en Albanie et en Bosnie-Herzégovine) et invite donc les pays de la région, en coopération avec les "pays de destination", à engager des actions intérieures et régionales, en inscrivant en tête de leurs priorités l'aide aux victimes, les programmes de formation pour les organismes compétents et la prévention par la sensibilisation et l'information de l'opinion publique; invite par ailleurs les mêmes pays à rédiger dans des délais précis tous les textes législatifs nécessaires à la conclusion d'accords avec Europol en vue de rendre la coopération entre les autorités policières réalisable et efficace; invite en outre la Commission à épauler l'action des groupes consultatifs spéciaux (Task Forces) qui travaillent dans le cadre de l'accord de stabilité pour l'Europe du Sud‑Est dans des questions de genre et de lutte contre la traite des êtres humains;
5. Calls on the countries in the region, in the light of the unabated trafficking of women and children for sexual exploitation (in particular in Albania and Bosnia Herzegovina), to take action, in cooperation with the 'countries of destination' at both internal and regional level, giving top priority to assistance to the victims, to training programmes for the services responsible and to prevention by increasing public awareness and informing public opinion; calls, moreover, on those countries to adopt, within a specific timeframe, all the legislation required for the conclusion of agreements with Europol so that police authorities may cooperate in a practicable and effective manner; also calls on the Commission to support the work of the Consultative Task Forces operating under the Stabilisation Agreement for South East Europe with regard to gender issues and combating trafficking in human beings;
