Les grandes langues disposent de puissantes organisations dotées d'appréciables budgets. Ainsi, le British Council s'est vu octroyer en 2005 pour promouvoir la langue anglaise une enveloppe budgétaire de 750 millions d'euros, soit une somme de beaucoup supérieure aux fonds dégagés pour l'estonien, le suédois, le gallois ou le gaélique écossais.
