AB. whereas the technological changes brought about by the internet, personal computing, and, more recently, mobile computing have profoundly changed the informational infrastructure in ways that have had consequences for the business model of more traditional media, and in particular its reliance on the advertisement market, thereby imperilling the survival of media titles that perform an important civic and democratic role; whereas it is therefore the obligation of public authorities, at Member State as well as Union level, to create a ‘toolbox’, to be made available during the present transition period, that will help guarantee the survival of the values and responsibilities of independent media, regardless of whatever technological platform is assumed by them now or in the future; calls on the Commission, in this regard, to conduct a study of the effects of technological change on the media business model and its consequences for media freedom and pluralism;

Je voudrais souligner qu’à une époque de changement technologique rapide et aussi de changement démographique, nous devons créer une société basée sur la connaissance, avec des citoyens capables de changer de qualifications tout au long de leur vie et de leur carrière professionnelle, qui ont la possibilité d’opérer un tel changement et qui reçoivent également le soutien de l’Union européenne dans ce processus.
I would like to emphasise that in an era of rapidly advancing technological change, and also of demographic change, we must create a society based on knowledge, with citizens who are able to change their qualifications during their life and professional career, who are given the possibility to make such a change and who also receive the support of the European Union in this process.

Should the content of the information communicated in accordance with paragraph 1(b) be amended, the management company shall give notice of the amendment in writing to the competent authorities of the home Member State and of the host Member State before implementing the change, so that the competent authorities of the host Member State may, if necessary, inform the company of any change or addition to be made to the information communicated under paragraph 3.
