The GHD Initiative outlines principles and good practice of humanitarian donorship and was endorsed in Stockholm in 2003 by Germany, Australia, Belgium, Canada, the European Commission, Denmark, the United States, Finland, France, Ireland, Japan, Luxemburg, Norway, the Netherlands, the United Kingdom, Sweden and Switzerland.

En s’appuyant sur l’initiative GHD et sur d’autres normes et processus existants[8], l’UE devrait soutenir une approche globale destinée à promouvoir les bonnes pratiques de l’action humanitaire par le biais d’un bon partenariat humanitaire ('Good Humanitarian Partnership') regroupant les donateurs (« traditionnels » et « émergeants ») et les partenaires (acteurs internationaux et locaux).
Building on the GHD initiative and on other existing standards and processes[8], the EU should support an inclusive approach to promoting best practice in humanitarian action through ‘Good Humanitarian Partnership’ that brings together Donors ("traditional" and "emerging") and Partners (international and local actors).

G. whereas the coordinating role in anti-drugs operations entrusted to the Horizontal Drugs Group (HDG) should be strengthened further; whereas the HDG could become a "high-level working group"; whereas it would prove beneficial to establish regular, direct contact between the HDG and the competent bodies of the European Parliament in order to further informal interinstitutional coordination on the issues relating to drug addiction addressed under this Action Plan,
