Stresses that flexible working is increasingly demanded by both employers and employees, and that, in the face of the challenge of demographic change, it is a proven way to increase female participation, as well as to extend the working lives of older people; recalls that education, qualifications and training form part of high-quality employment and that attention needs to be paid to social incentives for families, including childcare infrastructure, which is one of the preconditions for increasing the labour participation of women; supports the adoption of a balanced set of common principles regarding flexicurity, combining flexibility and security for employees and employers on the labour market; encourages the Member States to mainstream these common principles in their NRP consultation with the social partners, and highlights the central role of work-life balance measures, the promotion of equal opportunities for all, training and retraining, active labour market policies, adequate social protection and the breakdown of labour market segmentation by ensuring employment rights for all workers;
