These three objectives have been widely agreed as having a real European added value by cultural stakeholders (see the EP resolutions of 22 October 2002 and of 4 October 2003 respectively on the importance and dynamism of theatre and the performing arts in an enlarged Europe and on cultural industries, as well as the Council Resolution of 19 December 2002 on European added value and mobility of persons and circulation of works in the cultural sector, the conclusions of the Forum on cultural cooperation of November 2001 and the results of the public consultation on a new programme).

NOTING the debates held on the one hand at the informal meetings of Ministers for Culture in Falun (20-22 May 2001), Bruges (4-5 December 2001) and Salamanca (18 March 2002) on the implementation of Article 151 of the Treaty and on the other hand the debates held during the second Forum on Cultural Co-operation in Europe organised by the Commission on 21 and 22 November 2001 on the future of Community cultural action;

Nouveau programme de financement pour la coopération culturelle en Europe, Culture 2007 s'articule désormais autour de trois objectifs : la mobilité des artistes, des œuvres d'art, le dialogue interculturel ; ce que Rosemary Butler, membre de l'Assemblée du Pays de Galles (PSE/UK), rapporteur sur ce sujet estime plutôt positif : "la simplification administrative, financière et juridique tient compte de la spécificité du secteur culturel même si ces améliorations auraient dû être incorporées au texte juridique et non dans l'exposé des motifs".
Culture 2007 is a new funding programme for European cultural cooperation, built around three objectives: mobility for artists, mobility of works together with inter-cultural dialogue. Rosemary Butler, member of the Welsh Assembly (PES/UK) and rapporteur for this topic, is optimistic: "the administrative, financial and legal simplification takes account of the specificity of the cultural sector although these improvements should have been included in the legal text itself and not in the Explanatory Memorandum".

Avant de laisser la parole aux professionnels, je voudrais évoquer rapidement ce qui fait toute la richesse et la diversité de notre secteur musical européen -et qui rend donc d'autant plus complexe, mais aussi nécessaire, notre tâche en matière de coopération culturelle en Europe.
Before I let the professionals take over, I would like to talk briefly about what goes to make up the wealth and diversity of the music sector in Europe, because it is this which, while making our task in seeking cultural cooperation more complex, also makes it essential.

Cette intention correspond aux souhaits du Parlement européen relatifs à la création d'un instrument cadre pour la culture, d'une part, et à la décision du Conseil "Culture" du 30 juin 1997 sur l'avenir de la coopération culturelle en Europe, d'autre part.Dans sa décision, le Conseil demande à la Commission "de lui faire parvenir, pour le 1er mai 1998 au plus tard, des propositions concernant l'avenir de l'action culturelle en Europe y compris, entre autres, l'établissement d'un instrument unique de programmation et de financement (...), en tenant compte (...) d'une évaluation plus détaillée des programmes (partiels) concernés".
That intention is in line both with the European Parliament's wish to establish a framework instrument for culture and with the Decision of the Cultural Affairs Council on 30 June 1997 concerning the future of European cultural cooperation. In its Decision, the Council requests that the Commission "table proposals on the future of European cultural development, including among other things the establishment of a single instrument for programming and financing (...) and taking into account (...) a more detailed assessment of the relevant (sub)programmes, by 1 May 1998 at the latest".

At the end of discussions, the President of the Council gave a personal summary of the proceedings as follows: "I thank all delegations for contributing to this discussion, a most important one for the future of cultural exchanges and cooperation in Europe.
